Job Description:
Parsons is seeking an experienced HSE Manager to join our team in Tabuk. In this critical leadership role, you will be responsible for overseeing, implementing, and enforcing comprehensive Health, Safety, and Environmental programs across large-scale infrastructure and mega-projects. You will champion a culture of safety, ensuring all site activities minimize risk and strictly adhere to Parsons' corporate policies, client requirements, and Saudi Arabian regulatory frameworks.
What You'll Be Doing
Leadership & Strategy: Develop, update, and implement project-specific HSE plans, procedures, and safety management systems tailored to complex civil and infrastructure works.
Compliance & Auditing: Conduct regular comprehensive safety audits, hazard assessments, and site inspections to ensure 100% compliance with local laws (such as the Ministry of Human Resources and Social Development regulations) and international standards (ISO 45001 and ISO 14001).
Incident Investigation: Lead investigations into any site incidents, near-misses, or root-cause analyses. Formulate and enforce immediate corrective and preventive action plans.
Training & Promotion: Oversee project safety orientations, specialized HSE training programs, and regular toolbox talks to maintain high safety awareness among all site personnel and subcontractors.
Emergency Response: Design, test, and maintain robust emergency response and evacuation plans for all project locations and offices.
What Required Skills You'll Bring
Education: Bachelor’s degree in Occupational Health and Safety, Environmental Engineering, Civil Engineering, or a related field.
Experience: Minimum of 10 years of dedicated HSE experience in the construction or engineering sectors, with at least 3–5 years in a managerial capacity on major infrastructure or mega-projects, preferably in the Middle East.
Certifications: Internationally recognized safety certifications are required (e.g., NEBOSH International Diploma, CSP, or CMIOSH).
Technical Skills: Deep understanding of modern construction hazards, heavy machinery safety, environmental management systems, and risk mitigation methodologies.
