Job Description:

The Head of Modern Methods of Construction (MMC) will be the executive leader responsible for defining, championing, and implementing the overall strategy for industrialized construction across Parsons' scope on The Line. This role demands a visionary leader with a minimum of 25 years of global experience in Design for Manufacturing and Assembly (DfMA), modular construction, prefabrication, and the establishment of scalable manufacturing supply chains.

The Head of MMC will integrate design and manufacturing processes to maximize standardization, efficiency, and safety, ensuring the project's capacity to deliver at an unprecedented scale while maintaining architectural and performance quality.

3. Key Responsibilities

Strategic Leadership and Innovation:

  • Define and execute the comprehensive MMC strategy for The Line, focusing on maximizing off-site construction percentages and accelerating site assembly timelines.

  • Drive the cultural shift from traditional construction to an industrial, manufacturing-led delivery model across all project disciplines and contractor interfaces.

  • Lead the standardization of construction components, modules, and system interfaces to facilitate mass production and interchangeability.

  • Develop the strategy for utilizing advanced technologies, including robotics, automation, and integrated BIM/Digital Twin models, to optimize the DfMA process.

Manufacturing and Supply Chain Integration:

  • Oversee the identification, qualification, and management of global and local MMC manufacturers and specialist suppliers.

  • Establish and audit quality standards for dedicated off-site manufacturing facilities, ensuring rigorous quality control (QC) protocols meet project specifications.

  • Optimize the logistics and transport strategy for large-scale modules and components from manufacturing centers to the NEOM site.

  • Lead contract negotiations and performance management for major MMC packages, ensuring commercial viability and delivery certainty.

Technical Governance and Assurance:

  • Serve as the ultimate technical authority on all matters pertaining to DfMA, modular tolerances, structural connections, and long-term durability of factory-built elements.

  • Collaborate closely with the Design and Engineering teams to ensure that all designs are optimized for manufacturing efficiency, assembly speed, and maintenance access.

  • Establish robust testing and certification protocols for modular components before shipment and upon installation, ensuring adherence to fire, acoustic, and structural performance requirements.

4. Required Qualifications

  • Education: Bachelor’s degree in Engineering (Civil, Structural, or Manufacturing) or Architecture. A Master’s degree or relevant business qualification (MBA) is highly preferred.

  • Experience: Minimum of 25 years of progressive global experience, with at least 15 years in a leadership role overseeing the adoption and delivery of large-scale MMC programs in the real estate or infrastructure sector.

  • Sector Expertise: Proven track record of successfully implementing DfMA and industrial construction methods on major projects valued over $5 billion USD.

  • Leadership & Management: Demonstrated executive presence, ability to lead multi-disciplinary teams, and experience managing complex, international supply chains and procurement strategies.

  • Technical Skills: Expert knowledge of BIM, advanced manufacturing principles (Lean, Six Sigma), and digital workflow integration between design, factory, and site.

5. Desired Attributes

  • Direct experience establishing and operationalizing off-site manufacturing facilities or large-scale factories for construction components.

  • Prior working experience in the Kingdom of Saudi Arabia or on other global giga-projects, understanding the logistical and regulatory environment.

  • Deep understanding of high-performance and sustainable building materials (e.g., low-carbon concrete, advanced composites) used in modular construction.

  • Published thought leader in the future of construction, industrialization, or construction technology.
