Job Description:

Parsons is seeking an experienced Handover Manager to join our team on a landmark rail project in the UAE. The Handover Manager will be responsible for leading and coordinating all activities related to project handover, ensuring that assets, documentation, and systems are transferred seamlessly from the delivery phase to the client’s operations and maintenance teams. This role ensures that all contractual, technical, and quality requirements for handover are met in compliance with project standards and regulatory frameworks.

What You'll Be Doing:

  • Develop and implement a handover strategy, plan, and procedures for the successful transition of assets, systems, and documentation to the end user or operator.

  • Coordinate handover activities across engineering, construction, systems, quality, and operations teams to ensure readiness for acceptance.

  • Manage and maintain the handover tracker, ensuring alignment with project milestones and contractual deliverables.

  • Ensure all as-built documentation, O&M manuals, training materials, and asset data are compiled, verified, and submitted in accordance with client requirements.

  • Facilitate progressive handover by engaging early with construction and systems teams to plan deliverable sequencing.

  • Oversee the completion and verification of snag lists, defect resolution, and punch items to ensure systems and assets are ready for acceptance.

  • Liaise with the Client, Consultants, Contractors, and Operators to align expectations and approval processes.

  • Ensure compliance with project closeout procedures, including commissioning, testing, certification, and documentation.

  • Coordinate handover reviews, audits, and inspections, ensuring all records are properly maintained and traceable.

  • Identify risks and issues related to handover readiness and develop mitigation plans.

  • Prepare regular reports and dashboards for senior management and the Client on handover progress and status.

What Required Skills You'll Bring:

  • Bachelor’s degree in Engineering, Construction Management, or a related technical discipline.

  • Minimum 15 years of experience in large-scale infrastructure or rail projects, with at least 5 years in handover or project closeout management.

  • Proven experience in rail or metro system handover, including integration of civil, systems, and operational assets.

  • Strong understanding of asset management, quality assurance, document control, and commissioning processes.

  • Excellent coordination, stakeholder management, and problem-solving skills.

  • Proficiency in Microsoft Office, SharePoint, and project management tools (e.g., Primavera, Aconex, or similar).

  • Strong communication and report-writing skills in English (Arabic is an advantage).
