Job Description:

Parsons Corporation is seeking to hire a Geographic Information Systems (GIS) Analyst for a position with our client, the United States Army, based at Grafenwoehr, Bavaria, Germany.

The successful candidate will work directly with both civilian and military personnel to support the U.S. Army’s Sustainable Range Program (SRP).  They will create, analyze, manage, and distribute standardized geospatial information, products, and services in support of the execution of U.S. Army training across Europe and Africa.

The position is part of a team of Parsons geospatial and land management professionals based out of the U.S. Army SRP GIS Regional Support Center who deliver high quality analysis and data in support of the Army’s sustainability efforts across Europe and Africa. This is a full-time position based on-site at the Grafenwoehr Military Training Area, Germany.

Key Responsibilities:

  • GIS database & metadata development in accordance with Army standards. (SDSFIE).
  • GIS data acquisition from collaboration with subject matter experts, other data sources, and via in-field GPS collection.
  • Map Production for a variety of military, internal, and civilian clients.
  • Organize acquisition of, quality check, and analyze remote sensing data.
  • Develop web maps and applications for data acquisition, sharing, and visualization.
  • Provide GIS instruction and custom GIS training support.
  • Coordination with other geospatial data managers / data stewards and stakeholders.

Technical Skills:

Required:

  • Proficient in Esri ArcGIS Pro and above (5 or more years’ experience).
  • Experience of geodatabase management, editing, GIS data development and standardization, including performing quality control on attributes, metadata, topology and spatial accuracy.
  • Experience of running Spatial Analyst or 3D Analyst geoprocessing tools or scripts in ArcGIS Pro. 
  • Experience with in-field GIS data collection.
  • Capable of producing high quality customized cartographic and analysis products using ArcGIS.
  • Experience carrying out spatial analysis of vector and raster data types.
  • Fluent in English, written and spoken.
  • Proficient in Microsoft Office applications and understanding of the Office 365 environment.

Desirable:

  • Familiarity with the US Army Sustainable Range Program.
  • Experience working with the SDSFIE geodatabase model.
  • Experience working with LiDAR and remote sensing data, including processing of point clouds.
  • Experience of working with ArcGIS Server, ArcGIS Online, and Portal for ArcGIS.
  • Experience of writing and troubleshooting automation scripts in Python for ArcGIS.
  • Experience of working in a multiuser versioned geodatabase environment.
  • Experience using other GIS software such as ERDAS Imagine and QGIS.
  • Experience with Adobe Creative Suite (InDesign , Illustrator, Photoshop).
  • Experience with MS Power Platform (Apps, Automate, Bi)
  • German language skills, written and spoken.

Personal Skills:

Required:

  • Self-Motivated, independent work ethic, capable of prioritizing own work with minimal supervision.
  • Ability to coordinate and build relationships with customers and provide technical GIS briefings to GIS users and managers through meetings, working groups, conferences, and outreach events.
  • Ability to travel within Europe and the U.S.
  • Strong reporting capability, required for compiling reports on GIS support activities.
  • Valid & Clean EU Driving License
  • Clean Police Background Check (Führungszeugnis) issued by Germany.
  • Eligibility to work in the EU.
  • Ability to traverse rough terrain while carrying 15lbs (7kg)
  • Ability to travel away from primary work location on various assignments for a total of approximately 3 to 4 weeks per year.

In order to meet background screening requirements for access to IT networks, the applicant must be resident in Germany for at least 12 months prior to eventual start date.
