Job Description:

Parsons is looking for an amazingly talented Estimation Manager to join our team! In this role you will get to oversee the preparation, management, and monitoring of cost estimates for all airport infrastructure projects. The role demands a leader with experience in cost estimation and an understanding of the unique challenges involved in airport construction.

This position requires strong technical knowledge, leadership skills, and the ability to communicate effectively with senior management and project teams to ensure successful project delivery within budget.

What You'll Be Doing;

  • Develop detailed and accurate cost estimates for all phases of airport infrastructure projects, including design, construction, and commissioning.
  • Review project plans and specifications to identify cost-effective solutions while maintaining quality and project scope.
  • Provide financial analysis and advice to senior management to support decision-making in the early stages of project planning.
  • Conduct risk assessments and incorporate potential cost impacts into estimates, recommending strategies to mitigate budgetary risks.
  • Collaborate with project managers, engineers, and architects to develop comprehensive project budgets, ensuring all costs are accounted for.
  • Lead the creation of cost estimates for various construction methods, materials, and equipment used in airport infrastructure projects.
  • Ensure that the final estimates align with project timelines and scope, adjusting forecasts as needed based on ongoing project developments.
  • Oversee the preparation of tender documents, including the preparation of cost breakdowns, bill of quantities, and other required documents.
  • Review and evaluate bids from contractors and suppliers, ensuring that cost estimates are competitive and realistic.
  • Support the procurement process by assessing supplier and contractor quotes and providing recommendations for award based on cost-effectiveness.
  • Monitor project expenditures to ensure that they align with the established estimates and budgets.
  • Provide regular cost reports to management, highlighting any significant cost overruns and offering recommendations for corrective actions.
  • Work closely with the project team to resolve any budget discrepancies and assist with cost-saving initiatives.
  • Manage and lead a team of estimators, providing mentorship and support for professional development.
  • Conduct performance reviews and ensure team members meet organizational goals and deliver high-quality estimates.
  • Foster a collaborative environment that encourages effective communication and continuous improvement in estimation practices.
  • Conduct thorough risk assessments and develop cost strategies that minimize financial risks associated with the estimation process.
  • Stay informed on industry trends and potential risks related to the airport infrastructure sector, integrating this information into the estimation process.
  • Present cost estimates and budget reports to key stakeholders, including senior leadership, clients, and external contractors.
  • Clearly communicate any changes in cost estimates and provide justifications for these changes to ensure alignment with stakeholder expectations.
  • Identify opportunities for improving the accuracy and efficiency of the estimation process.
  • Stay updated on new estimation software and tools to optimize cost estimation practices.

What Required Skills You'll Bring;

  • Bachelor’s degree in Civil Engineering, Construction Management, Quantity Surveying, or a related field. A Master’s degree or relevant certifications (e.g., RICS, AACE) is preferred.
  • Proven experience in managing the estimation process for complex infrastructure projects, including knowledge of construction methods, materials, and airport-specific requirements.
  • Extensive experience with cost estimating software and tools.
  • Minimum of 8 years of experience in cost estimation, with at least 3 years in a managerial or leadership role, specifically in airport infrastructure or large-scale construction projects.
  • Excellent analytical skills, with the ability to interpret project plans and specifications to generate accurate estimates.
  • Strong leadership and team management skills, with the ability to guide and mentor a team of estimators.
  • Proficiency in cost estimating software (e.g., CostX, Buildertrend, Procore), as well as advanced Excel skills.
  • Excellent verbal and written communication skills, with the ability to present complex cost information to stakeholders.
  • In-depth understanding of cost estimation principles and practices, including knowledge of airport infrastructure systems.
  • Professional certifications such as RICS (Royal Institution of Chartered Surveyors), AACE (Association for the Advancement of Cost Engineering).
  • Experience in managing estimation for airport terminal or runway projects.
  • Familiarity with airport regulations, including safety, compliance, and environmental considerations.
  • Strong business acumen and understanding of the financial implications of project decisions.
