Job Description:

Parsons is seeking an experienced and visionary Environmental Program Manager to lead and manage environmental programs across California. This role requires extensive expertise in California-specific environmental regulations, policies, and practices, as well as a proven track record in program management, stakeholder engagement, and team leadership. The Environmental Program Director will oversee projects that address environmental challenges, including compliance, sustainability, remediation, and conservation, while driving strategic growth and fostering collaboration with clients, regulatory agencies, and internal teams.

Key Responsibilities:

  • Program Leadership: Lead and manage environmental programs, ensuring alignment with Parsons' mission, client goals, and California-specific regulations.
  • Regulatory Expertise: Provide in-depth knowledge of California environmental laws, including CEQA (California Environmental Quality Act), CARB (California Air Resources Board), and other state and federal regulations.
  • Project Management: Oversee the planning, execution, and delivery of environmental projects, ensuring they are completed on time, within budget, and to the highest quality standards.
  • Client Engagement: Build and maintain strong relationships with clients, stakeholders, and regulatory agencies to ensure program success and foster long-term partnerships.
  • Team Leadership: Mentor and manage multidisciplinary teams, fostering a culture of collaboration, innovation, and professional growth.
  • Strategic Growth: Identify and pursue new business opportunities, leveraging Parsons' expertise to expand our environmental portfolio in California.
  • Sustainability Focus: Champion sustainable practices and solutions that align with Parsons' commitment to environmental stewardship.
  • Risk Management: Identify and mitigate risks associated with environmental programs, ensuring compliance and minimizing impacts.
  • Reporting and Communication: Prepare and deliver clear, concise reports and presentations to clients, stakeholders, and senior leadership.

Qualifications:

  • Education: Bachelor’s degree in Environmental Science, Engineering, or a related field (Master’s degree preferred).
  • Experience: 10+ years of related work experience and a broad general technical and business background focused on California-specific projects and regulations.
  • Regulatory Knowledge: Extensive expertise in CEQA, CARB, and other California environmental policies and practices.
  • Leadership Skills: Proven ability to lead and manage multidisciplinary teams and complex projects.
  • Technical Expertise: Strong understanding of environmental science, sustainability, remediation, and conservation practices.
  • Communication Skills: Excellent written and verbal communication skills, with the ability to engage effectively with diverse stakeholders.
  • Business Development: Demonstrated success in identifying and securing new business opportunities.
  • Certifications: Professional certifications such as PE (Professional Engineer), PMP (Project Management Professional), or similar are highly desirable.

Preferred Qualifications:

  • Experience working with California state agencies, such as CalEPA, CARB, and regional water boards.
  • Familiarity with emerging environmental technologies and trends.
  • Strong network within California’s environmental and engineering communities.

Salary Range: $120,800.00 - $217,400.00
