Job Description:

Parsons is seeking an experienced and highly motivated Environmental Engineer with a specialization in Piling and Deep Foundations to join the team for our major project. This role is critical to ensuring all piling and deep foundation works comply with stringent local, regional, and international environmental regulations, standards, and Parsons' commitment to regenerative and sustainable development. The successful candidate will be the technical authority for environmental mitigation and compliance during the execution of all foundation work.

Environmental Compliance and Management

  • Develop, implement, and manage the Construction Environmental Management Plan (CEMP) specific to piling, deep foundation, and earthworks activities.

  • Ensure 100% compliance with all relevant Saudi Arabian environmental regulations (e.g., NCEC), the projects' Regenerative Development Management System, and international standards (e.g., ISO 14001).

  • Obtain, update, and maintain all necessary environmental permits, licenses, and approvals related to piling activities from regulatory bodies.

  • Act as the primary technical liaison with regulatory agencies, client representatives, and internal design/construction teams on environmental matters specific to deep foundations.

Technical Piling Environmental Oversight

  • Conduct environmental risk assessments and impact analyses specifically for various piling methods (e.g., bored piles, driven piles, mini piling) on sensitive receptors, including groundwater, soil, noise, and vibration.

  • Design and implement mitigation and control measures to minimize environmental impacts from piling operations, such as:

    • Noise and Vibration Control (e.g., specifying silent piling, strategic scheduling).

    • Groundwater Protection (e.g., managing drilling fluids/bentonite slurry, preventing contamination of aquifers).

    • Soil and Waste Management (e.g., handling and disposal of spoil and contaminated excavated material from boreholes).

    • Erosion and Sediment Control on foundation work sites.

  • Provide expert guidance on the selection and use of sustainable piling practices and low-carbon materials, such as low-carbon concrete mixes and zero-trim processes, to reduce the overall carbon footprint of the foundations.

Monitoring, Auditing, and Reporting

  • Establish and oversee a comprehensive environmental monitoring program for piling sites, including routine sampling and analysis of air quality (dust), noise levels, vibration, and groundwater quality.

  • Conduct regular site inspections and audits of contractor's piling activities to verify adherence to the CEMP, permit conditions, and best practices.

  • Manage environmental incident investigation and reporting, ensuring timely corrective and preventive actions are implemented.

  • Prepare detailed, accurate, and timely environmental performance reports for Parsons management, the Client (NEOM), and regulatory authorities.

Required Skills and Qualifications

  • Education: Bachelor’s Degree in Environmental Engineering, Civil Engineering with an Environmental focus, or a closely related field. A Master's degree or professional certification (e.g., NEBOSH, IEMA, ISO 14001 Lead Auditor) is highly desirable.

  • Experience: Minimum of 10 years of progressive professional experience in environmental management on large-scale infrastructure or construction projects, with a significant and demonstrable portion of that experience directly related to piling, deep foundations, or ground engineering.

  • Sector Knowledge: Proven experience in the Middle East, particularly Saudi Arabia, with a strong understanding of the local regulatory framework (NCEC) and experience working on giga-projects.

  • Technical Expertise:

    • In-depth knowledge of piling techniques and associated environmental risks.

    • Familiarity with EIA/ESIA processes, environmental management systems (ISO 14001), and sustainability rating systems (e.g., LEED, ENVISION).

    • Proficiency in interpreting environmental monitoring data and technical reports.

  • Soft Skills: Excellent command of English (both written and verbal) for technical reporting and stakeholder engagement. Strong analytical, problem-solving, and coordination skills to manage complex environmental issues in a dynamic construction environment.
