Job Description:
Background:
The Gateway Development Commission (GDC), as a recipient of grant funds from the United States Department of Transportation (USDOT), and as Project Sponsor for the Hudson Tunnel Project (HTP), is required to ensure compliance with the National Environmental Policy Act (NEPA) and other federal environmental review requirements. The Federal Railroad Administration (FRA) was the lead Federal agency for the review culminating in the Combined Final Environmental Impact Statement and Record of Decision (FEIS/ROD), in accordance with NEPA. The Federal Transit Administration (FTA) was a Cooperating Agency for the FEIS/ROD and as such FTA issued the ROD jointly with FRA. The Port Authority of New York and New Jersey (PANYNJ) was the Project Sponsor at the time the FEIS/ROD was issued on May 28, 2021. On October 21, 2022, PANYNJ and the Gateway Development Commission (GDC) formally notified FRA and FTA that GDC was assuming the role of NEPA Project Sponsor.
Job Description
Perform field audits of environmental documentation and field activities. Monitoring of activities includes preparation of written reports documenting environmental construction compliance. Must be able to review and write technical reports and attend on-site meetings. The ECFI will be responsible for reviewing the Construction Work Plans and regular reporting on compliance with FEIS/ROD and environmental permitting requirements. The ECFI will report inconsistencies with the FEIS/ROD, environmental permitting requirements, and/or contract specifications within one (1) business day to the GDC Environmental Compliance Team and the SEP. The Environmental Compliance Team shall coordinate with the SEP and GDC Program and Technical Offices on appropriate corrective action(s).
Duties include
Provide oversight of construction as it relates to environmental compliance
Prepare daily activity reports
Ability to interpret scientific data and specifications
Required Qualifications
Bachelor’s degree in environmental science, geology or a closely related discipline
3-5+ years of prior experience performing construction site inspections
Strong technical writing, analytical, and communication skills
Ability to travel throughout the NY/NJ Metro Area
Valid driver’s license
Preferred Qualifications
Prior experience providing environmental inspections in and for NY, NJ and/or NYC agencies
OSHA 40-hour HAZWOPER training (and current refreshers)
