Job Description:

Parsons is looking for an amazingly talented Engineering Manager to join our team!

The Engineering / Technical Manager shall be responsible for managing, coordinating, and integrating all technical and design deliverables prepared by the Lead Design Consultant (LDC) and associated sub-consultants for a flagship FIFA stadium in Riyadh, KSA. The position ensures that all technical documentation, engineering solutions, and design outputs align with the Client’s project objectives, the intended design vision, constructability requirements, and the standards established under the Project Management and Construction Management (PMCM) Scope of Services.

The Engineering / Technical Manager shall serve as the primary interface between the design, engineering, and construction disciplines, ensuring full technical compliance and integration across all project phases.

Core Responsibilities:

• Manage, coordinate, and monitor the overall design process from RIBA Stages 2 to 4, ensuring that all deliverables are completed, reviewed, and approved in accordance with the project schedule and Client requirements.
• Conduct detailed technical reviews of design submissions, ensuring completeness, accuracy, and alignment with contractual, regulatory, and FIFA technical standards.
• Lead and oversee value engineering, design optimization, and constructability review workshops to enhance design efficiency and reduce potential construction risks.
• Ensure full coordination between architectural, structural, mechanical, electrical, and specialist design disciplines to maintain design integrity and compliance.
• Oversee the preparation, control, and maintenance of all design correspondence, submittal registers, review logs, and transmittals, ensuring proper documentation and traceability.
• Verify that all design outputs comply with the Saudi Building Code (SBC), international best practices, and FIFA-specific stadium design guidelines.
• Coordinate technical interfaces between the Lead Design Consultant (LDC), Early Contractor Involvement (ECI) partners, and PMCM construction teams to resolve design issues during the construction phase.
• Support the Project Director and Construction Manager during testing, commissioning, and handover, ensuring that as-built documentation reflects the final constructed works and conforms to approved design standards.
• Ensure that peer reviews, independent design checks, and quality audits are conducted in accordance with the Client’s quality management procedures.
• Maintain and enforce the use of standardized design templates, reporting formats, and coordination protocols defined under the PMCM Project Execution Plan.

Qualifications and Experience:

• Bachelor’s Degree in Engineering or Architecture from a recognized university.
• Membership in a professional body such as PMP, MRICS, or equivalent accreditation is preferred.
• Minimum 20 years of professional experience, including extensive experience in managing design and engineering coordination for stadium, arena, or comparable complex public facilities.
• Demonstrated expertise in multidisciplinary design management, constructability analysis, and peer review processes for large-scale developments.
• Strong understanding of RIBA design stages, FIDIC-based contracts, and FIFA stadium technical requirements.
• Proven ability to manage multiple design stakeholders, ensuring alignment with Client expectations, regulatory authorities, and construction delivery objectives.
