Parsons is seeking an exceptionally talented Electrical Engineer to join our ITS Construction Supervision team supporting major transportation infrastructure and Intelligent Transportation Systems (ITS) programs. In this role, you will support the Resident Engineer in all technical, supervision, quality assurance, testing, commissioning, and stakeholder coordination activities related to electrical systems serving ITS, traffic management, communications, and smart mobility infrastructure. You will ensure that all works are delivered in accordance with approved designs, contract requirements, authority regulations, applicable standards, and project objectives.

What You'll Be Doing:

You will be responsible for supervising contractors delivering electrical systems associated with Intelligent Transportation Systems (ITS), traffic management systems, communications infrastructure, roadside equipment, and associated utility interfaces in accordance with contract documents, authority requirements, and international standards:

• Supervise installation, testing, commissioning, and handover of electrical systems supporting ITS, traffic signals, CCTV systems, Dynamic Message Signs (DMS), vehicle detection systems, communications systems, and related field equipment.
• Review electrical design drawings, calculations, specifications, and technical submissions to ensure compliance with project requirements.
• Review and recommend approval of shop drawings, material submittals, method statements, inspection and test plans, and testing and commissioning procedures.
• Monitor contractor performance and verify that all electrical works are executed in accordance with approved drawings, specifications, quality requirements, and safety standards.
• Conduct routine site inspections to verify workmanship, installation quality, compliance with approved materials, and adherence to project requirements.
• Verify proper installation of electrical panels, UPS systems, grounding and bonding systems, surge protection devices, conduits, ducts, cable routes, roadside cabinets, and associated infrastructure.
• Attend and witness factory acceptance testing (FAT), site acceptance testing (SAT), integration testing, energization activities, and final commissioning of electrical systems.
• Coordinate with ITS, telecommunications, ICT, civil, structural, and utility disciplines to ensure successful system integration and project delivery.
• Review and resolve technical queries, NCRs, site instructions, concession requests, and interface issues.
• Monitor construction progress and provide technical input on scheduling, sequencing, risk mitigation, and operational constraints.
• Support authority inspections, utility approvals, and energization activities with relevant stakeholders.
• Manage punch lists and deficiencies until successful closeout and final acceptance.
• Review as-built drawings, O&M manuals, asset records, warranties, and final handover documentation.

Key Responsibilities:

• Supervise electrical construction activities for ITS and transportation infrastructure projects.
• Review and verify electrical load calculations, cable sizing calculations, voltage drop calculations, grounding calculations, and other electrical engineering submissions.
• Ensure compliance with DEWA, RTA, Dubai Municipality, Civil Defence, utility providers, and other applicable authority requirements.
• Verify compliance with IEC, IEEE, BS, and other relevant international standards.
• Monitor contractor quality control processes and verify implementation of approved inspection and test plans.
• Identify technical issues and coordinate timely resolutions with contractors, designers, authorities, and project stakeholders.
• Attend progress meetings, technical workshops, coordination meetings, and authority consultations.
• Prepare technical reports, correspondence, inspection records, and progress assessments.
• Monitor and report on construction progress, risks, delays, and contractor performance.
• Provide technical guidance and oversight to inspectors and junior engineers.
• Support the Resident Engineer in contract administration, claims review, variation assessments, and technical evaluations.

What Required Skills You'll Bring:

• Bachelor’s Degree in Electrical Engineering.
• Minimum 7 years of relevant experience, with at least 5 years in the UAE or Gulf region.
• Strong knowledge of electrical systems supporting transportation, ITS, traffic management, telecommunications, and smart mobility infrastructure.
• Experience supervising the installation, testing, and commissioning of ITS electrical infrastructure, including CCTV systems, DMS, traffic signals, roadside equipment, communication cabinets, vehicle detection systems, and associated field devices.
• Strong understanding of LV power distribution systems, grounding and bonding systems, surge protection systems, UPS systems, and electrical infrastructure supporting ITS deployments.
• Familiarity with electrical design reviews, load calculations, cable sizing, protection coordination, voltage drop analysis, and power quality requirements.
• Experience reviewing shop drawings, material submittals, method statements, test reports, FATs, SATs, and commissioning documentation.
• Knowledge of electrical interfaces with telecommunications, fiber optic networks, communications equipment, and ICT infrastructure.
• Familiarity with DEWA, RTA, Dubai Municipality, Civil Defence, IEC, IEEE, and BS standards and requirements.
• Proficiency in AutoCAD, MicroStation, Bluebeam, or similar engineering software.
• Experience liaising with utility providers and authorities for approvals, inspections, permits, service connections, and energization activities.
• Strong technical coordination, communication, reporting, and stakeholder management skills.
• Ability to work effectively within multidisciplinary teams and manage multiple interfaces simultaneously.
• Previous experience on RTA projects, ITS projects, traffic management systems, smart mobility programs, or major transportation infrastructure projects is highly desirable.
• Registration with DEWA and approvals from RTA and Dubai Municipality are considered an advantage.
