Dry Utilities Practice Lead
Abu Dhabi
Parsons is looking for an amazingly talented Dry Utilities Practice Lead to join our team in Abu Dhabi. The Dry Utilities Practice Lead is responsible for leading the technical, commercial, and operational performance of the dry utilities engineering discipline across planning, design, coordination, and delivery. The role provides strategic direction for power, telecommunications, street lighting, ICT, ELV, and related infrastructure systems, ensuring technical excellence, authority compliance, effective multidisciplinary integration, efficient project delivery, and sustainable business growth while strengthening team capability and supporting client and stakeholder engagement.
What You’ll Be Doing
- Provide strategic leadership for the dry utilities practice, including capability development, resource planning, workload balancing, and continuous improvement.
- Lead and oversee the planning, design, review, and delivery of dry utilities systems, including power distribution, substations coordination, street lighting, telecommunications, ICT, ELV, duct banks, utility corridors, and associated infrastructure systems.
- Establish and maintain technical standards, design procedures, checking protocols, quality controls, and review processes to ensure consistent, high-quality outputs across projects.
- Provide senior technical authority for load assessments, utility demand calculations, network layouts, equipment coordination, specifications, resilience planning, constructability, and regulatory compliance.
- Direct multidisciplinary coordination with roads, wet utilities, structures, landscape, BIM, GIS, digital drafting, project management, and other engineering disciplines to achieve integrated design solutions.
- Manage relationships with clients, consultants, contractors, service providers, and authorities, including support for submissions, NOCs, approvals, design reviews, and resolution of technical comments.
- Support business development activities, including client engagement, proposals, technical methodologies, fee estimation, presentations, and pursuit planning for new opportunities.
- Monitor project performance, utilization, technical risk, and delivery quality, and implement corrective actions where needed to support efficient and profitable delivery.
- Mentor and develop engineers and technical staff through coaching, knowledge sharing, recruitment support, succession planning, and performance development.
- Champion innovation, digital delivery, sustainability, and lessons learned to strengthen technical quality, operational effectiveness, and commercial value.
What Required Skills You’ll Bring
- Bachelor’s degree in Electrical Engineering or a related engineering discipline; master’s degree preferred.
- Typically 20+ years of relevant experience in dry utilities engineering design and project delivery, including significant leadership or discipline management experience.
- Strong experience in power and telecom utility design management, multidisciplinary coordination, authority submissions, quality assurance, and infrastructure project delivery.
- Comprehensive knowledge of applicable codes, standards, local authority requirements, and utility provider design guidelines.
- Demonstrated ability to lead teams, manage technical quality, mitigate delivery risk, and support profitable project execution.
- Excellent communication, report writing, presentation, stakeholder management, and client engagement skills.
