Job Description:

Parsons is seeking an experienced Director – Viaducts, Stations and Tunnels to lead the design and engineering delivery of major rail, mobility and station infrastructure associated with the Qiddiya project.

The successful candidate will be responsible for managing the concept, design and procurement phases of the project lifecycle, ensuring that multidisciplinary design activities are delivered safely, efficiently and in accordance with program, budget, quality and regulatory requirements.

The role requires extensive experience within an engineering consultancy environment, with strong technical and leadership capability across viaducts, tunnels, rail systems, mobility infrastructure and station design.

What You’ll Be Doing

  • Lead the integrated design and engineering delivery of viaducts, stations, tunnels and associated transport infrastructure.

  • Provide visible leadership in health, safety, wellbeing and security, ensuring compliance with Qiddiya and Parsons requirements.

  • Manage the design process from concept development through procurement, including option assessments, technical reviews and design approvals.

  • Coordinate multidisciplinary design teams, consultants, contractors and internal stakeholders.

  • Develop and manage project delivery plans, schedules, budgets, resources and performance reporting.

  • Oversee scope definition, constructability reviews, contract alignment and change control.

  • Identify and resolve interfaces with adjacent projects, infrastructure packages and external stakeholders.

  • Secure stakeholder approvals and non-objections ahead of project stage gates.

  • Review design documentation for technical accuracy, quality, compliance and constructability.

  • Identify, assess and mitigate project risks and opportunities.

  • Support procurement activities, including the preparation of scopes of work and engagement with designers, contractors and delivery partners.

  • Work closely with commercial and project controls teams to maintain contractual compliance, cost control and schedule performance.

  • Lead design reviews, value-engineering workshops, technical meetings and site inspections.

  • Mentor and develop multidisciplinary teams, promoting collaboration, accountability and continuous improvement.

What Required Skills You’ll Bring

  • Bachelor’s degree in Civil Engineering, Construction Management, Project Management or a related discipline. A relevant Higher National Diploma may also be considered.

  • Minimum 15 years of relevant experience delivering major transport infrastructure projects.

  • Significant experience managing complex rail, station, tunnel, viaduct or mobility infrastructure design.

  • Demonstrable experience across the concept, design and procurement phases of the project lifecycle.

  • Previous experience working for an engineering consultancy.

  • Proven ability to lead multidisciplinary design and engineering teams.

  • Strong experience in design management, scope management, constructability, change control and interface coordination.

  • Working knowledge of applicable engineering standards, regulatory requirements and quality-assurance processes.

  • Experience managing project schedules, budgets, resources and technical deliverables.

  • Proficiency in relevant project and document-management systems, including Primavera P6, Microsoft Project and Aconex.

  • Strong written and verbal communication skills in English.

What Desired Skills You’ll Bring

  • Professional engineering registration or licence from a recognised institution.

  • Project-management certification such as PMP, PRINCE2 or equivalent.

  • Experience delivering major infrastructure projects in Saudi Arabia or the wider Gulf region.

  • Working knowledge of BIM, AutoCAD and other engineering design and coordination platforms.

  • Strong stakeholder-management, problem-solving and decision-making capability.

  • Proven ability to manage competing priorities within a complex, fast-paced program environment.

  • Strong leadership, mentoring and team-development skills.
