Director of Engineering Management
About the Role:
Parsons is seeking a highly experienced and strategic Director of Engineering Management to lead critical aspects of the NEOM The Line project. This role will be pivotal in driving the successful delivery of this groundbreaking urban development, working closely with NEOM stakeholders and internal Parsons teams. The ideal candidate will possess a strong engineering background, exceptional leadership skills, and a proven track record of managing complex, large-scale projects.
Key Accountabilities:
Strategic Leadership:
Provide visionary leadership in the management of masterplans, building specifications, pre-contract work, and internal/external stakeholder relationships.
Drive business and design changes with agility and meticulous attention to detail.
Challenge existing boundaries in urban planning approaches to support resource preservation and sustainable growth while elevating high-quality living.
Operational Excellence:
Autonomously manage day-to-day project operations, ensuring efficient and effective execution.
Manage complex logistics issues and implement innovative urban planning strategies.
Detail the future scope of services and manage against approved budgets and schedules.
Assess and streamline current operational processes, enhancing project organization.
Project Delivery & Management:
Ensure all strategies and project deliverables are comprehensively reviewed, addressing design and constructability issues.
Develop and implement project management plans, design management plans, and project quality plans.
Monitor financial performance, manage risks, and ensure adherence to agreed timelines.
Lead the development of project delivery timelines for contract documentation.
Solve critical path schedule items and support the Project Director in managing project risks and delays.
Creating, submitting, and tracking documentation to ensure project delivery on time and within budget.
Team Leadership & Development:
Manage and mentor a team of design engineers at various levels of experience.
Drive performance improvement and promote the professional development of team members.
Build a high standard of professionalism, effective communication, and personal integrity within the team.
Build consensus, work in a matrix structure, deliver performance and outcomes, and drive the professional and personal development of team.
Stakeholder Engagement & Communication:
Organize and lead stakeholder interactions and client presentations.
Engage with stakeholders, communicate project updates, and facilitate decision-making.
Coordinate effective communication and information exchange between internal and external teams.
Liaison with the various NEOM Stakeholders.
Ensure that risks are communicated to stakeholders.
Coordinate with counterparts in all NEOM Sectors and Departments to ensure that their specific review, comments and recommendations are incorporated.
Technical Expertise & Innovation:
Offer technical guidance on challenging projects and resolve issues as required.
Assist in architectural design and provide equipment projections to procurement and partners.
Review and approve project designs with external consultants, ensuring quality requirements.
Ensure the adoption of new industry trends, technologies, and best-in-class project management standards.
Utilize in-depth knowledge and experience to liaise with industry leading Subject Matter Experts.
Role and Responsibilities:
Conduct regular meetings with internal teams and vendors/customers.
Manage internal project management processes, including project summary reports.
Coordinate with Technical Services Department and shared services.
Coordinate with various teams to create business feasibility studies.
Assist with the bidding process for comprehensive design.
Conduct periodical site surveys.
Manage the development and circulation of design reports.
Conduct meetings with contractors and consultants to address contractual/commercial issues.
Verify coordination between contractors and direct reports.
Qualifications:
Bachelor's or Master's degree in Engineering or a related field.
25+ years of Extensive experience in engineering management, preferably on large-scale urban development or iconic projects.
Proven leadership and team management skills.
Strong understanding of project management principles and practices.
Excellent communication, presentation, and interpersonal skills.
Experience working in the Middle East is highly desirable.
