As part of the integrated Delivery Partner team, you will play a key role in planning, designing, and implementing world-class assets and infrastructure that support the Kingdom’s Vision 2030.
This is a unique opportunity to contribute to a pioneering program at scale, working alongside industry-leading experts, cutting-edge technologies, and diverse stakeholders. If you are driven by challenge, motivated by impact, and eager to be part of a legacy project that will influence generations to come, we invite you to consider joining this transformative journey.
The Director – Contracts and Commercial (DCP / Gas Infrastructure) is the principal commercial architect and contract authority responsible for the financial viability, tariff structuring, and procurement governance of the city’s District Cooling Plants and gas farm network infrastructure.
This role manages multi-billion-dollar commercial frameworks that bind the master developer, concessionaire operators, utility providers, and large commercial/residential consumers together. The focus is on optimizing long-term off-take agreements, building cross-charge tariff recovery models, ensuring strict post-contract vendor compliance, and protecting utility asset returns over a multi-decade operational lifecycle.
Key Responsibilities
1. Commercial Structuring, Concessions & Tariff Modeling
- Design, implement, and update the financial tariff structures, capacity charges, and consumption rate models for the city's District Cooling networks and specialized gas storage/distribution farms.
- Direct the commercial negotiation, enforcement, and auditing of long-term Build-Own-Operate-Transfer (BOOT) agreements, concession contracts, and multi-decade Energy Services Company (ESCO) off-take frameworks.
- Formulate clear financial models that optimize the city’s return on investment (ROI) while maintaining competitive utility pricing for commercial tenants, international entertainment partners, and residential sectors.
- Partner with the Service Charge Director to align specialized utility tariff structures with the city's broader community service charge and infrastructure cost-recovery systems.
2. High-Value Post-Contract Management & Governance
- Lead the post-contract commercial administration of Tier-1 international utility operators, ensuring all parties strictly adhere to complex commercial terms, price adjustment indices, and escalation pathways.
- Oversee variations, claims mitigation, and dispute resolution processes related to utility network extensions, load adjustments, and mechanical performance penalties.
- Partner with the Asset Lifecycle Planning (LCP) division to evaluate the commercial impacts of major capital equipment overhauls (e.g., industrial chillers, cooling towers, bulk gas storage vessels) against long-term operational budgets.
3. Cross-Functional Integration & Platform Controls
- Establish and enforce strict commercial data governance rules inside the enterprise platform, ensuring that individual utility asset contract values, pricing tiers, and vendor billing cycles are flawlessly mapped.
- Collaborate with the SAP-EAMS Director to ensure that automated smart-meter flow logs for cooling water and gas consumption seamlessly trigger accurate commercial invoicing and automated cross-charges inside the centralized database.
- Work alongside technical asset directors (Power, Water, Waste) to evaluate the commercial feasibility of network optimization plans and supply security buffers.
4. Stage-Gate Capital Handover & Asset Vesting
- Serve as the principal commercial gatekeeper on the Stage-Gate Handover Committee, auditing all commercial risk metrics, liability handovers, and outstanding contractor claims before utility assets transition into live city operations.
- Verify that all asset warranties, defect liability bonds, and operational insurance portfolios are legally and commercially secured during the formal "Vesting" gateway.
Job Requirements & Qualifications
Education & Professional Credentials
- Bachelor’s Degree in Quantity Surveying, Commercial Law, Corporate Finance, Business Administration, or a highly relevant Mechanical/Civil Engineering discipline from an accredited institution.
- Master’s Degree or MBA in Construction Law, Procurement, Infrastructure Finance, or an equivalent advanced business designation is highly preferred.
- Professional Certifications: Mandatory possession of senior credentials such as Fellow or Member of the Royal Institution of Chartered Surveyors (FRICS / MRICS), Chartered Institute of Procurement & Supply (FCIPS / MCIPS), or an active Professional Engineer (PE) license with a commercial/project control track record.
Experience
- Minimum of 20+ years of progressive, distinguished leadership experience in utility commercial management, infrastructure quantity surveying, mega-project contract administration, or energy sector finance.
- At least 8 years in a senior executive or director-level capacity, managing massive commercial portfolios, concessions, and multi-million-dollar utility contract structures.
- Proven track record of spearheading the commercial setup, concession structuring, or post-contract administration of giga-scale District Cooling networks (DCP), centralized gas networks (LPG/SNG), or regional independent water and power plants (IWPP).
- Deep experience navigating Public-Private Partnership (PPP) legalities, complex off-take risk profiles, and utility regulations within Saudi Arabia or the wider GCC market.
