Job Description:

Parsons is seeking a highly skilled and experienced Design Manager – Dry Services to join our team on the prestigious Qiddiya Project. This role will focus on managing the design and coordination of all dry services, including electrical systems, telecommunications, and other utilities, for the Wadi Bridge and Ring Roads of the Qiddiya Project. The Ring Road and Wadi Bridges Project comprises 4.1 km of highways and 1.8km of bridges with associated infrastructure and junctions into future development areas. The successful candidate will ensure overseeing the design management and assurance of dry services and utilities, compliance with project requirements, adhere to quality standards, and are delivered on time. This is an exciting opportunity to contribute to one of Saudi Arabia’s most ambitious Vision 2030 projects.

What You'll Be Doing:

The Design Manager will support the Senior Design Manager responsible for managing the Lead Design Consultant (LDC)for multi-disciplinary services for the design of primary infrastructure from Concept stage through to “Issue for Construction” stage. The Design Manager will demonstrate experience in managing Design Consultancies on major roads and structures projects and detailed understanding and success in managing the end to end design process.

  • Design Management:

    • Lead the design assurance and design process coordination for all dry services, including electrical, telecommunications, and related utilities.

    • Ensure design deliverables comply with project specifications, quality standards, and local regulations.

    • Oversee and coordinate with design consultants and Design reviewers and contractors to ensure timely and accurate submissions for approvals.

  • Coordination and Integration:

    • Collaborate with other disciplines (e.g., wet services, structural, architectural) to ensure seamless integration of dry services into the overall design management and assurance /approvals process.

    • Supporting the Senior Design Manager as point of contact for dry services design-related issues, facilitating communication between consultants. Reviewers and stakeholders.

    • Ensure alignment of dry services design with the project’s master plan and objectives.

  • Quality Assurance and Compliance:

    • Manage the design review process to ensure accuracy, quality, and compliance with project specifications and standards.

    • Implement Qiddiya quality control processes and ensure adherence to local codes and international standards.

    • Identify and resolve design discrepancies or conflicts in a timely manner.

  • Project Management:

    • Develop and maintain design schedules, ensuring timely delivery of all dry services design packages.

    • Monitor the performance of design consultants and contractors, addressing any delays or issues.

    • Identify risks related to dry services design and develop mitigation strategies.

  • Stakeholder Engagement:

    • Work closely with clients, consultants, and contractors to address design-related queries and concerns.

    • Provide regular updates on design progress, challenges, and resolutions to senior management and clients.

    • Manage client expectations and ensure satisfaction with design outcomes.

  • Documentation and Reporting:

    • Maintain accurate records of design and assurance documentation, technical approval stage gates and approvals

    • Prepare detailed reports on design progress, issues, and resolutions for internal and external stakeholders.

What Required Skills You'll Bring:

  • Bachelor’s degree in Electrical Engineering, Telecommunications Engineering, or a related field.

  • Minimum of 10–12 years of experience in design management, with a focus on dry services (e.g., electrical, telecommunications).

  • Proven experience in managing large-scale infrastructure or mixed-use projects.

  • Experience in the Middle East and familiarity with local regulations is highly desirable.

  • Proficiency in design software (e.g., AutoCAD, Revit, BIM tools) and project management tools.

  • Strong understanding of dry services design processes, construction methodologies, and utility coordination.

  • Excellent leadership, communication, and problem-solving skills.

  • Ability to work collaboratively in a multidisciplinary team environment.

  • Strong organizational skills and attention to detail.
