Parsons is seeking an experienced Deputy Technical Director to support in the management and direction of our Infrastructure Engineering Disciplines. The ideal candidate will assist in the technical delivery of our projects, support in business development and proposals, and ensure the integration of our digital technology initiatives. They must have international and local Qatar infrastructure design expertise relating to transportation, utilities, structures, and urban design. We are particularly interested in candidates whose area of expertise is either in Highway/Traffic or Civil/Infrastructure Utility (Dry or Wet) Design, leveraging their specialized knowledge and contribute alongside a diverse and talented team of professionals.
Responsibilities:
- Assist in the management of the entire technical team staff, including staffing/project assignments, mentoring and conflict resolution.
- Interface on behalf of Technical Director with clients on all technical matters, including meeting project milestones and ensure quality of deliverable and meeting client requirements and expectations.
- Manage and develop technical and commercial proposals, including reviewing technical write-ups and estimating time and cost required.
- Ensure all technical disciplines implement Parsons’ digital engineering initiatives.
- Ensure the knowledge and application of industry best practices and regulations are shared and applied to projects.
- Communicate effectively with clients, senior management, and project personnel on both technical and non-technical subjects.
Required Skills
- Highly specialized knowledge of current technology and the capabilities and efficiencies of specific engineering software for use in completing engineering assignments, including design management and collaboration software.
- Ability to estimate the time and cost required to complete technical assignments for proposals and project estimates, for either a major discipline or multi-disciplines.
- Excellent verbal and written communication skills, Arabic speaking preferred.
- Effective problem/conflict resolution skills.
- Effective people management and escalation skills.

- Subject Matter Expert in either Highway/Traffic or Civil/Infrastructure Utility Design is preferred.

- Bachelor’s Degree (Master's Degree or higher preferred) in a relevant Engineering discipline.
- 20+ years of related experience, including supervisory/managerial experience.
- Professional Engineer registration (PE, PEng, CEng, or local country equivalent) required.
- Active membership in a professional engineering society may be required.
- Thorough knowledge of industry best practices and regulations.
