Job Description:
Parsons is looking for an amazingly talented Cost Section Manager to join our team! The position has a strong emphasis on budget planning, cost control, cost estimation, cost forecasting from initiation through closeout of the project. This includes collaborating with Project Manager, Construction Manager, Project Engineer and various contractors to develop, update and report performance against the project cost baseline. Performs a major role reporting contractual responsibilities of RC Contractors invoice, cost claim, cash flow and reporting matters - collecting, evaluating and forecasting data as requested.
Position reports to the Project Controls Director.
What You'll Be Doing:
Cost Accrued, Forecasting, and Budget tracking for individual projects and program.
Establishes the standardized work breakdown structures (WBS) and cost breakdown structures (CBS) for the project in coordination with Soudah development and its Delivery Partners.
Close coordination with the Project Controls function in relation to implementing an effective controls system on budget, cost, report, risk and change management.
Develops and implements cost and estimating management standards that are in line with market best practices and are to be used throughout the program and facilitate compliance by project team members.
Demonstrates leadership for all estimating tasks assigned to the contract(s). Ensures that all team members are tasked correctly according to their skill specialty and strongest area of expertise, that all team members apply company estimating practices (in coordination with Soudah development), techniques, processes and procedures, and apply company policies and assigned project/program practices and procedures.
Provides leadership, guidance, direction, and specialized assistance to project for the resolution of difficult and complex project estimating and cost control problems.
Leads interface with Soudah development and its other Delivery Partner, attends regular meetings, and provides statistical reports.
Leads all project/program estimate scope requirements and is completely responsible for all project/program estimated probable costs for contracted services. Utilizes knowledge in resources skill sets and durations required to prepare and deliver tasked assignments, and responsible to deliver all estimating products in a timely manner.
Assesses the impact(s) of design/construction changes and schedule slippages, as and when required in coordination with the Project Controls function
Oversees the development and maintenance of an established system to show the hierarchy of plans and schedules; keeps project and company management fully informed.
Completes performance reviews and provides personnel development for the assigned employees.
Recommends and provides input to the customization of project control systems to meet specific project estimating requirements.
Performs other responsibilities associated with this position as may be appropriate.
What Required Skills You'll Bring:
BS degree in Engineering or Construction Management
Minimum 18 years experience in cost estimating, cost planning, reporting and analysis with demonstrated skill in establishing estimating criteria, planning and supervising project cost engineering activities.
Expertise in Cost/Budget management using PRISM, SAP, and other Microsoft programs
Demonstrated leadership and stakeholder management skills
Proficient written and oral communication, organizational, interpersonal skills, and customer service skills are required, both internal and external facing.
High proficiency in Microsoft excel and ability to adapt to customization of estimating software .
Ability to work in teams. Ability to follow through. Ability to clearly deliver work instructions in a complex stakeholder environment.
Strong knowledge and familiarity with typical project controls software such as Primavera scheduling software, Estimate/Schedule Transfer tools, Contract Manager, and DMCS (Document and Materials Control System) is required.
