Job Description:
Parsons Corporation is seeking a meticulous and analytical Cost Estimator to join our team in Tabuk, Saudi Arabia. In this role, you will be responsible for developing comprehensive, defensible cost estimates from early conceptual design phases through to detailed construction documentation for massive, world-class infrastructure and master-planned developments. You will leverage your deep technical expertise in quantities takeoff, market pricing trends, and risk analysis to ensure our projects are delivered within economically sound frameworks and realistic budgets.
What You’ll Be Doing
Estimate Development: Prepare detailed and accurate cost estimates across various stages of project development (Conceptual, Schematic Design, Design Development, and Final Construction Documents).
Quantity Takeoffs: Perform precise material quantity takeoffs from 2D engineering drawings and 3D BIM models (5D BIM) utilizing industry-standard software.
Market Analysis: Maintain an up-to-date understanding of regional labor rates, material costs, supply chain constraints, and equipment pricing within Saudi Arabia and the broader GCC area to build highly accurate pricing models.
Value Engineering: Partner with design engineering and project management teams to evaluate design alternatives, recommending cost-effective solutions and value engineering opportunities without compromising quality or safety.
Tender & Bid Evaluation: Review and analyze contractor bids, variations, and commercial proposals. Conduct detailed variance analyses against the independent baseline estimates to support contract award recommendations.
Risk Management Support: Assist the project controls team in identifying commercial risks, performing quantitative cost risk analysis, and establishing appropriate contingency allowances.
Historical Data Benchmarking: Track and capture final project cost metrics to build internal benchmarking databases, refining accuracy for future estimates.
What Required Skills You’ll Bring
Education: Bachelor’s degree in Civil Engineering, Quantity Surveying, Construction Management, or a related field.
Minimum of 10 years of professional experience in construction cost estimation.
Proven experience working on large-scale infrastructure, utilities, or heavy civil engineering projects valued in the hundreds of millions.
Prior experience navigating the specific supply chain and regulatory landscapes of Saudi Arabia or the Middle East is highly desirable.
What Desired Skills You’ll Bring
Advanced proficiency in estimating and takeoff software such as CostX, Candy, Bluebeam, or equivalent platforms.
Solid familiarity with working alongside Autodesk Revit / Navisworks for extraction of quantities from digital models.
Strong familiarity with standard methods of measurement (e.g., POMI, CESMM4, or RICS NRM).
Certifications (Preferred): Chartered Member of the Royal Institution of Chartered Surveyors (MRICS), Certified Cost Professional (CCP), or equivalent professional credentials.
Soft Skills: Outstanding analytical capabilities, meticulous attention to detail, and robust negotiation skills. Strong verbal and written communication skills to collaborate effectively with design, procurement, and client management teams.
