Job Description:
Parsons is looking for an amazingly talented Contracts Manager Precast Yard to join our team in NEOM. Parsons is providing Project Management Consultancy (PMC) services for the development of NEOM Infrastructure in the Kingdom of Saudi Arabia. NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of Egypt, and Jordan. It will cover a total area of 26,500 km2 (10,200 sq mi) and will extend 460 km along the coast of the Red Sea.
The Contracts Manager will report directly to the Commercial Director who is part of the LINE Commercial team. The role will require establishing excellent working relationships with the Project Delivery and the Commercial teams, as well as the leadership of the LINE. Shall provide support, guidance, and consistency across the entire project setting and maintaining the standards to uphold Parsons and NEOM values. Provide support and enable Project Teams objectives.
What You'll Be Doing:
Play a leading role in supporting the Project Delivery and the Commercial teams in monitoring and controlling the performance of contracted services to ensure services are effective, meet statutory requirements and deliver the desired outcomes.
Review, develop and manage systems and procedures for the monitoring of the contracts under management to ensure that contractual compliance issues are resolved both timely and effectively across multiple work packages, and applied consistently across the Project Delivery Teams.
Identify recurring / potential recurring claims across the Project Delivery Teams and offer support to mitigate.
Provide advice regarding contract procurement and types of underlying contracts, sub-contracts and POs (as necessary).
Assist in the preparation of legal and contractual documents such as; Request for Proposals (RFP) and other legal or contractual documents (where applicable).
Able to process interim payment applications and issue recommendations for interim payments.
Collaborate with colleagues across organizational lines to obtain and communicate business information necessary for Reporting purposes.
Coordinate with the Delivery Teams.
Assist in developing and implementing commercial and contracts strategy.
Manage consistency of commercial and contract management across supply chain.
Provide assurance and compliance to the program.
Contribute towards continuous improvement processes and procedures
What Required Skills You'll Bring:
Preferably degree qualified in Quantity Surveying and 15+ years of related work experience, including managerial experience of contract and commercial administration, including managing of teams. Professional registration with active professional membership MRICS together with KSA experience is desired / preferred.
Requires extensive knowledge of Contract and Commercial best practices, processes, and current technology. Extensive contracts and commercial experience and an excellent in-depth working knowledge of efficient contract and commercial systems and processes to maximize efficiency and value across the program.
Prior experience in the administration of DBO / DBFO type Contracts is desired / preferred.
Proven ability to manage and interact with a diverse group of senior personnel, the ability to drive excellence in field of large-scale contract and commercial management expertise, focusing on safety, quality and improvement of processes, mentoring, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are required.
Must also demonstrate the ability to effectively execute and manage complex tasks.
Must also possess a thorough knowledge of current technology and the capabilities and efficiencies of specific software. This includes effective problem solving and exercising excellent judgment regarding timing and senior management involvement in significant issues.
Ability to network across departments and key external stakeholders.
