Job Description:
Parsons is seeking a highly experienced Construction Supervisor specializing in Wet Utilities to join the Trojena project team. Trojena is a massive-scale mountain destination within NEOM, requiring innovative engineering and construction solutions in challenging high-altitude environments.
The Construction Supervisor will be responsible for the direct oversight of subcontractors and site activities related to the installation of critical water infrastructure. You will ensure that all wet utility systems—including potable water networks, sewage treatment infrastructure, stormwater drainage, and firewater systems—are constructed safely, on time, and to the exacting quality standards of NEOM.
Core Responsibilities
Site Supervision: Lead and monitor daily on-site construction activities for wet utilities, ensuring work is performed according to approved drawings, specifications, and schedules.
Technical Oversight: Supervise the installation of large-diameter HDPE/DI piping, pumping stations, water storage tanks, and complex gravity-fed sewage systems in steep mountain terrain.
Quality Control: Conduct regular inspections of trenching, bedding, pipe-laying, jointing, and backfilling. Ensure all pressure testing and disinfection protocols are strictly followed.
Safety Leadership: Enforce NEOM’s rigorous Health, Safety, and Environmental (HSE) standards. Conduct Toolbox Talks and ensure all subcontractors adhere to Risk Assessments and Method Statements (RAMS).
Subcontractor Management: Coordinate between multiple trade contractors to prevent clashes and ensure seamless integration of utility networks with ongoing civil and structural works.
Reporting: Maintain detailed daily site journals, documenting progress, manpower, equipment usage, and any site-related delays or issues.
Material Management: Oversee the receipt and inspection of utility materials on-site, ensuring proper storage and handling to prevent damage or loss.
Required Experience & Qualifications
Years of Experience: Minimum of 15 years in construction supervision, specifically focused on major infrastructure and utility projects.
Wet Utilities Expertise: Extensive hands-on experience with Wet Utilities (Potable Water, Firewater, Irrigation, Wastewater, and Stormwater networks).
Topographical Experience: Proven experience working in mountainous or rugged terrain is highly desirable, given the unique geography of Trojena.
Technical Knowledge: Strong ability to read and interpret complex utility profiles, shop drawings, and BIM models.
Education: Diploma or Degree in Civil Engineering, Construction Management, or a related field.
Soft Skills: Strong leadership, conflict resolution, and communication skills to manage a diverse, multicultural workforce.

Problem Solving: Ability to resolve immediate site conflicts or technical installation hurdles common in high-altitude utility projects.
Environmental Stewardship: Commitment to NEOM’s sustainability goals, ensuring minimal environmental impact during excavation and installation.
