Job Description:
Parsons is looking for a Risk Manager to join our team! The primary objective of the Risk Manager is to provide contractor services and deliverables through the performance of program / project risk analyst using data from multiple data systems supporting support program and project management efforts by identifying, analyzing, and mitigating risks that may impact cost, schedule, scope, or performance. The RMCS shall provide technical risk management expertise and integrate risk analysis using multiple data systems into program and project planning, execution, and decision-making processes.
What You'll Be Doing:
Specific tasks include but are not limited to the following:
- Identify, analyze, track, record and provide guidance with respect to actions to manage and/or mitigate risks.
- Conduct structured risk assessments at key project phases (planning, design, procurement, construction, and closeout) to support client decision making and ensure proactive risk mitigation.
- Coordinate with the program and project teams and stakeholders to facilitate the identification of risks through data analysis and develop and maintain a sense of ownership.
- Guide efforts to identify project risks through data analysis using brainstorming sessions, interviewing stakeholders, subject matter experts, root-cause analysis, and strengths, weaknesses, opportunities and threats (SWOT) analysis.
- Develop risk identification checklists based on historical information, data analysis, and experience from similar previous programs/projects and from other sources of information.
- Proficiency in the recording of identified risks in the appropriate program/project risk register ensuring risks are actively monitored, reassessed, and mitigated throughout the project lifecycle.
- Assist with the prioritization of risks for further analysis or action associated with cost, schedule, scope, safety, and quality. Assist program and project managers to develop an effective plan to lessen the impact of the risk.
- Categorize risk by sources of risk, the area of the project affected, or other useful categories such as root causes. Recommend an appropriate response for the significance of the risk.
- Assist program and project managers to control the risk process by continuously monitoring data for new, changing, and outdated risks. Apply techniques, such as variance and trend analysis, which require the use of performance information generated during program/project execution. Monitor risk response to assess the effectiveness of the plan, any unanticipated effects, and recommend corrective actions needed to handle the risk appropriately.
- Update risk management templates, for the benefit of future programs/projects. Monitor and analyze risk trends and variances.
- Monitor resolution of risk response actions. Assist the client with verifying the implementation and effectiveness of risk response actions through project controls, risk dashboards, and program reviews.
- Identify, articulate and communicate needs of client and stakeholders to ensure stakeholders are receiving the support required, and are aware of program initiatives, interdependences, risks and issues.
- Provided potential systems and processes to alert or advise stakeholders of potential conflicts or delays caused by active projects that could impact projects pending planning, design, and construction award. Work with and support team members to prepare, collect, analyze, interpret and summarize data statistically, analytically and visually. Oversee and manage the day-to-day development and the work quality, quantity and tasks and provide "best practices" and data solutions to meet the data needs of the Project.
- Participate in develop and/or present training programs in field of expertise, as needed.
What Required Skills You'll Bring:
- A bachelor’s degree in Engineering, Info Systems & Analytics, Project Management, Risk Management, Construction Management, Business Administration or a related field is required
- Minimum of seven (7) years experience/technical competence in similar scopes of work for risk identification, Info Systems & Analytics for projects and programs similar scope; and Experience managing risk within project environments that require Info Systems & Analytics, cost control, quality control and compliance with performance schedules associated with Planning, Design and Construction of Facilities and Infrastructure.
- Experience with similar projects, Info Systems & Analytics, and industry best practices that identify, minimize, and mitigate risk or large construction projects.

- Tactful and professional communications both oral and written at all levels of authority and stakeholders. Must be proactive and astute at obtaining decisive recommendations from all affected parties.
- Ability to apply analytical methods and techniques as they relate to identifying and mitigating risks.
- Ability to guide, motivate, and coordinate the work of professionals in a matrix organization (one in which there are multiple reporting relationships) is required. Skills in utilizing effective, constructive, employee and team feedback for the purpose of improving performance, and knowledge of group dynamics, project and program management tools are required.
- Proficiency in the use and application of Microsoft Office (Word, Excel, Project, PowerPoint, Outlook, OneNote, Teams), Adobe Acrobat Professional, Primavera P6 (version 17) and Risk Analysis Tools (RS Means/CostWorks, and Success Estimator, Monte Carlo Analysis).
- Familiarity with Department of NAVY systems, processes and software such as ieFACMAN, eCMS, Tableau, Maximo, Power Bi and other data systems may also be necessary.
- Able to read, interpret, and write SQL and other program languages. Excellent communication and presentation skills with strong data visualization and action-oriented narrative for stakeholders and executive audiences. Proficiency using software to analyze and interpret data, as appropriate to the individual position.
