Job Description:

Parsons is looking for an amazingly talented Construction Manager - West Area (Airport Airfield Runways & Taxiways). You will lead the construction and development of airfield infrastructure projects, ensuring adherence to project timelines, safety standards, and quality expectations.

This role requires extensive experience in managing large-scale airfield construction projects, including runways, taxiways, aprons, and related airside infrastructure. The ideal candidate will have a proven track record in overseeing complex aviation construction programs, coordinating multidisciplinary teams, and ensuring full compliance with regulatory and airport authority standards.

What You'll Be Doing;

  • Lead the planning, coordination, and execution of airfield construction projects, including runways, taxiways, aprons, and lighting systems.
  • Develop detailed project plans, timelines, and resource allocation strategies in collaboration with engineering and design teams.
  • Monitor construction progress, ensuring alignment with project milestones and deliverables.
  • Oversee all phases of on-site construction activities, ensuring compliance with technical specifications, safety standards, and environmental regulations.
  • Ensure quality control procedures are in place and effectively implemented across all project components.
  • Manage subcontractors and vendors to ensure timely delivery of materials and services.
  • Develop and manage project budgets, ensuring cost-effectiveness without compromising on safety or quality.
  • Monitor expenditures, identify cost-saving opportunities, and manage change orders and claims.
  • Provide regular financial updates to senior management and stakeholders.
  • Ensure all construction activities comply with civil aviation authorities, airport operators, and environmental regulations.
  • Coordinate with relevant agencies for permits, inspections, and approvals.
  • Stay updated on FAA/ICAO standards and ensure integration into project execution.
  • Implement and enforce rigorous safety protocols to maintain a safe working environment.
  • Identify and mitigate potential project risks through proactive planning and communication.
  • Ensure full compliance with OSHA and airport-specific health and safety requirements.
  • Serve as the main point of contact for clients, consultants, contractors, and airport authorities.
  • Facilitate clear and consistent communication among all project stakeholders.
  • Conduct regular site meetings, progress briefings, and reporting updates.
  • Manage a multidisciplinary construction team, including site engineers, supervisors, and quality inspectors.
  • Provide leadership, mentorship, and professional development support to team members.
  • Foster a culture of collaboration, accountability, and high performance.
  • Ensure strict adherence to project specifications, contract requirements, and quality standards.
  • Implement inspection and testing protocols to ensure material and construction compliance.
  • Address non-conformance issues with timely corrective actions.
  • Maintain accurate records of project progress, site activities, and quality control measures.
  • Prepare comprehensive reports for senior leadership and external stakeholders.
  • Document lessons learned and best practices for future airfield construction projects.

What Required Skills You'll Bring:

  • Bachelor’s degree in Civil Engineering, Construction Management, or a related field. A Master’s degree or PMP certification is a plus.
  • Minimum of 15 years of experience in construction management, with at least 10 years specifically in airfield infrastructure projects.
  • Proven expertise in delivering large-scale airport runway, taxiway, and apron construction projects.
  • Strong knowledge of airport construction guidelines, including FAA, ICAO, and local airport authority regulations.
  • Deep understanding of airfield construction techniques, including asphalt and concrete paving, grading, drainage, lighting, and marking systems.
  • Excellent leadership and project management skills with the ability to manage multiple contractors and interfaces.
  • Proficiency in construction management software (e.g., Primavera P6, MS Project) and MS Office Suite.
  • Strong problem-solving, negotiation, and communication skills.
  • Knowledge of airport operational constraints and safety regulations.
  • PMP or equivalent project management certification.
  • Experience working in international airport projects or with global contractors/consultants.
  • Familiarity with green construction practices and sustainable infrastructure development.
  • Strong understanding of airside operations, including coordination with ATC and airport stakeholders.
  • Ability to manage works within operational airports without disrupting daily activities.
