Job Description:

Position Summary

The Construction Manager – Utilities Infrastructure is responsible for planning, coordinating, and overseeing the construction and rehabilitation of utility infrastructure projects. This role manages multiple projects from pre-construction through closeout, ensuring work is completed safely, on time, within budget, to specification, and in compliance with all regulatory and company standards.

Key Responsibilities

Project Management & Delivery

  • Lead day-to-day construction management of utilities infrastructure projects, including main installations, service connections, pump stations, substations, duct banks, and related civil works.
  • Develop and manage project execution plans, construction schedules, phasing, and work sequencing.
  • Monitor progress against schedule and budget; implement corrective actions to mitigate delays or cost overruns.
  • Coordinate constructability reviews of design documents and provide feedback to design teams.
  • Manage RFIs, submittals, shop drawings, field orders, and change management processes.
  • Oversee project closeout, including punch lists, as-built documentation, testing, commissioning, and handover.

Site Supervision & Field Coordination

  • Direct and coordinate contractors, subcontractors, inspectors, and field staff on multiple sites.
  • Conduct regular site walks to verify quality, progress, and compliance with plans, specifications, and safety requirements.
  • Resolve field conflicts and unforeseen conditions, including utility conflicts, site constraints, and access issues.
  • Coordinate construction activities with operations, maintenance, traffic control, and adjacent stakeholders to minimize disruptions.
  • Chair or participate in weekly progress meetings and site coordination meetings.

Safety, Quality, and Compliance

  • Enforce and promote a strong safety culture in accordance with OSHA, company, and client requirements.
  • Review and approve contractor safety plans, Job Hazard Analyses (JHAs), and site-specific safety procedures.
  • Ensure quality control procedures are implemented, including inspections, testing, and documentation.
  • Verify that work complies with applicable codes, standards, permits, and environmental requirements.
  • Respond to and investigate safety incidents, non-conformances, and implement corrective and preventive actions.

Cost Control & Contract Administration

  • Assist in the preparation of project budgets and cost estimates.
  • Monitor and track construction costs, quantities, and unit rates; review and verify contractor progress payment applications.
  • Review and evaluate change order requests, negotiate pricing, and recommend approval/denial.
  • Assist in procurement of contractors and vendors; participate in bid review and contractor selection.
  • Maintain thorough project documentation, including daily reports, photographs, logs, and correspondence.

Stakeholder & Regulatory Coordination

  • Coordinate with public agencies, utility owners, municipalities, and regulatory bodies for approvals, inspections, and permits.
  • Engage with property owners, businesses, and the public regarding access, service interruptions, and construction impacts.
  • Provide timely communication on project status, risks, and mitigation plans to internal and external stakeholders.
  • Support community outreach efforts as needed, including attending public meetings or hearings.

Technical & Leadership Duties

  • Interpret engineering drawings, specifications, and standards for underground and overhead utility infrastructure.
  • Provide technical guidance related (not limited to trenching, shoring, HDD, open-cut, pipe installation, testing, tie-ins, and restorations).
  • Mentor junior staff and field engineers; foster a collaborative, solution-oriented project environment.
  • Identify opportunities for constructability improvements, innovation, and cost savings.

Required Qualifications

  • Bachelor’s degree in Construction Management, Civil Engineering, or a related field; or equivalent combination of education and experience.
  • 10 years of progressive experience in heavy civil or utility infrastructure construction.
  • Proven experience managing field construction for multi-million-dollar infrastructure projects.
  • Strong knowledge of construction means and methods for underground utilities and associated civil works.
  • Demonstrated ability to read and interpret engineering drawings, specifications, and contract documents.

Preferred Qualifications

  • Professional Engineer, Certified Construction Manager, or equivalent credentials.
  • Experience with public works or regulated utilities and associated procurement and contract requirements.
  • Familiarity with GIS systems, asset management platforms, and project management software (e.g., Primavera P6, MS Project).
  • Experience working in live utility environments and coordinating tie-ins and shutdowns.

Skills & Competencies

  • Strong leadership and team management skills with the ability to oversee multiple contractors and concurrent projects.
  • Excellent communication, negotiation, and conflict-resolution abilities.
  • Solid understanding of safety regulations, environmental requirements, and applicable construction codes.
  • Proficient in MS Office Suite; experience with construction management platforms.
  • Strong analytical and problem-solving skills, with the ability to make sound decisions under time pressure.

  • Safety performance (e.g., incident rates, compliance with safety protocols).
  • Quality of work (inspection results, rework levels, compliance with specs).
  • Stakeholder satisfaction (internal clients, regulators, community).
  • Accuracy and timeliness of project documentation and reporting.
