Job Description:

Parsons is seeking a highly experienced and specialist Construction Manager - Temporary Works with a minimum of 15 years of relevant professional experience to join our team on the groundbreaking project in KSA. . This pivotal role requires deep expertise in the planning, design coordination, implementation, and safe removal of complex temporary structures vital to large-scale, deep-excavation, and linear infrastructure projects. The ideal candidate will have a proven track record managing temporary works for mega-projects.

Key Responsibilities

  • Temporary Works Management & Leadership: Serve as the overall Construction Manager and technical expert for all Temporary Works (TW) across assigned packages on The Line. This includes earth retention systems (e.g., soldier piles, secant piles, anchors, bracing), formwork, scaffolding, shoring, falsework, access platforms, crane hardstands, and temporary utility coordination.

  • Design Coordination & Approval: Manage the design submission, review, and approval process for all TW designs developed by contractors or specialist consultants. Ensure all designs comply with relevant international codes (e.g., Eurocode, British Standards, AASHTO), NEOM standards, and Parsons’ project specifications.

  • Safety & Compliance: Enforce stringent health, safety, and environmental (HSE) standards related to TW. Ensure all TW are inspected, certified, and maintained according to the approved design and local regulations prior to and during use. Chair regular safety audits focused specifically on TW.

  • Risk Management: Identify, assess, and mitigate construction and geotechnical risks associated with temporary structures, deep excavations, and critical structural support systems. Implement robust contingency plans.

  • Site Implementation & Supervision: Oversee the construction, installation, load testing, monitoring, and dismantling of temporary works elements. Provide expert guidance to site teams, ensuring work is executed efficiently, safely, and to the required quality.

  • Stakeholder Liaison: Act as the primary technical point of contact for Temporary Works between Parsons, the Client (NEOM), the Main Contractors, and Design Consultants. Resolve technical and logistical issues promptly.

  • Documentation & Handover: Maintain comprehensive records of all TW design calculations, inspection logs, certification documents, monitoring data, and decommissioning reports.

Required Qualifications & Experience

  • Education: Bachelor’s degree in Civil Engineering, Structural Engineering, Construction Management, or a related field. A Master’s degree or professional certifications (e.g., Chartered Engineer) are highly desirable.

  • Experience: A minimum of 15 years of progressive experience in construction and engineering, with a substantial portion dedicated to the management and coordination of complex Temporary Works on major infrastructure or mega-projects (e.g., metro/rail, tunneling, deep basements, heavy civil works).

  • Technical Expertise:

    • Deep Excavations: Expert knowledge of various earth retention systems (cofferdams, sheet piling, diaphragm walls, ground anchors, bracing).

    • Structural Support: Profound understanding of heavy shoring systems, falsework, and formwork for concrete structures.

    • Geotechnical Interface: Strong appreciation of soil mechanics and the interaction between temporary works and ground conditions.

  • Software Proficiency: Familiarity with structural analysis software and relevant CAD/BIM applications for reviewing TW designs.

  • Safety Acumen: Proven knowledge of international construction safety standards and best practices, specifically relating to working at height and structural stability.

  • Communication: Exceptional leadership, negotiation, and communication skills (written and verbal) essential for managing multidisciplinary teams and contractors.

  • Location: Willingness and ability to live and work in the remote environment of NEOM, KSA.

Preferred Qualifications

  • Direct experience working as a Temporary Works Coordinator (TWC) or Temporary Works Designer.

  • Previous project experience in the Middle East, particularly on large-scale government or giga-projects.

  • Certifications in relevant HSE (e.g., NEBOSH, OSHA) and specific TW training.
