Job Description:

Parsons is looking for an amazingly talented Construction Manager to join our team! In this role you will get to support planning, design, procurement and construction of roadway and bridge projects on Guam in support of the Guam Department of Public Works!

 

Parsons, as part of an Islandwide Program Management Team (PMT) has been involved in rehabilitating roads and bridges in Guam since 2007. We provide Construction Management, Contracts and Procurement Management, Construction Management oversight and program document control for the PMT.

This program is funded through the United States Department of Transportation Federal Highway Administration (FHWA). The overall goal of the program is to improve the quality and safety of Guam’s roadways.
 

The Construction Manager will work on creating innovative, practical solutions to various projects that enhance the roads and bridges of the Guam community.

What You'll Be Doing:

  • With assistance from our staff, oversees all construction contracts to ensure DPW contractors, Construction Management (CM) firms and service providers are complying with DPW policies, procedures and regulations to ensure that the DPW road construction program remains compliant with DPW and FHWA policies and requirements. 
  • Collects and reports data used to measure the effectiveness of the Guam Transportation construction program as formally agreed to, and documented in, the FHWA and DPW Stewardship Agreement.  Uses data collected to make recommendations for improving the efficiency and effectiveness of the program. 
  • Evaluates the performance of the CM firms and performs project document audits when the construction contract reaches 50% and 95% completion. 
  • Provides technical guidance on the reasonableness of level of effort estimates with respect to Not-to-Exceed price negotiations for CM firms. 
  • Prepares and/or reviews correspondence initiated by CM firms to be signed by the DPW Director and makes recommendations for signature. 
  • Prepares and/or reviews construction Contract Change Orders that are developed by CM firms and provides recommendations to DPW. 
  • Reviews the need for Contingent Sum Work (Force Account) that is identified by CM firms and makes recommendations for the work to be authorized by the DPW Director. 
  • With assistance from our staff, reviews all invoices from CM firms and makes recommendations on payment and reviews all contract change requests from CM firms and other DPW service providers and makes recommendations for contract amendments. 
  • Performs CM oversight on selected construction projects acting in an advisory role to the CM firms or acts as the PMT Resident Engineer for a project.  
  • Reviews projects in Design for Constructability and provides review comments to the PMT design manager. 
  • With assistance from Parsons staff, review, develop, and update forms, manuals, and procedures used for construction projects and CM firm oversight.  This includes the Guam Specifications and updates to the DPW Standard Plans. 
  • Review and prepare various Program or company documents as requested by the Program Manager such as task order amendments, staffing needs, etc. 
  • Perform site visits of on-going construction projects or evaluate existing conditions of planned projects as necessary. 
  • The successful candidate will assist with design management oversight, construction management oversight, contracts and procurement oversight for Guam’s transportation projects including future efforts that will be the largest roadway and bridge projects ever undertaken on Guam. 

What Required Skills You'll Bring:

  • 10+ years of experience in Construction Management with state DOT customers and experience with American Association of State and Highway and Transportation Officials (AASHTO) standards and requirements is required. 
  • The candidate would preferably have a construction management and/or design management background of road & highway projects, design/build experience, and environmental permitting. 
  • Preferably have a current PE license and ability to obtain a Guam Professional Engineer’s License within 6 to 9 months of hire. 
  • Bachelor’s Degree in Engineering or related field. 
  • Must have field project management experience of managing at least a $5M+ contract. 
  • Design-build project experience is desirable. 
  • Prior experience with Pacific Asia transportation or infrastructure projects is desirable. 
  • Right of Way Acquisition experience is desirable. 
  • Proven ability to perform in a management capacity, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are also required. 


What Desired Skills You'll Bring:

  • Previous experience supporting international projects is nice to have, but is not required.

Salary Range: 

$104,200.00 - $182,400.00
