Job Description:

Parsons is looking for an amazingly talented Construction Manager (Relocations) to join our team! In this role you will get to play a vital role in the successful execution of relocation works on a complex infrastructure project. This role requires a high level of technical expertise, coordination, and leadership. The successful candidate will ensure that all relocation activities are delivered on time, within budget, and in compliance with all regulatory and quality standards, with minimal disruption to existing services and stakeholders.

What You'll Be Doing;

  • Lead and coordinate all aspects of utility relocation activities (including electrical, telecom, water, sewer, and gas networks).
  • Collaborate with utility providers, local authorities, and design consultants to validate relocation plans.
  • Ensure timely execution of relocation works in line with project schedule requirements.
  • Supervise on-site construction activities for relocation works, ensuring compliance with design specifications and safety regulations.
  • Monitor and evaluate contractor performance and workmanship, ensuring adherence to quality standards.
  • Manage daily site coordination and resolve construction issues that may impact progress.
  • Liaise with government entities, utility companies, and local authorities to obtain necessary permits and clearances.
  • Represent the project in coordination meetings, ensuring alignment of relocation work with broader project objectives.
  • Address stakeholder concerns related to service interruptions and ensure minimal disruption.
  • Develop and maintain detailed construction schedules for all relocation works.
  • Track and report progress against milestones, identifying and mitigating delays.
  • Ensure integration of relocation timelines with the main construction schedule.
  • Identify potential risks in utility diversion and relocation works and develop mitigation plans.
  • Resolve technical issues swiftly to avoid delays in construction progress.
  • Maintain a proactive approach to identifying coordination conflicts and propose workable solutions.
  • Oversee the performance of relocation contractors and subcontractors.
  • Ensure compliance with contractual obligations, health and safety standards, and project specifications.
  • Conduct regular inspections, progress reviews, and quality audits.
  • Monitor and control costs related to relocation works, ensuring alignment with the approved budget.
  • Support the commercial team in reviewing contractor claims, variations, and invoices.
  • Participate in value engineering exercises to reduce costs without compromising quality.
  • Maintain comprehensive records of relocation activities, including permits, as-built drawings, progress reports, and inspection logs.
  • Prepare regular reports for senior management and project stakeholders on relocation progress, challenges, and mitigation strategies.
  • Ensure all documentation is compliant with regulatory and contractual requirements.

What Required Skills You'll Bring;

  • Bachelor’s degree in Civil Engineering, Construction Management, or a related discipline. Master’s degree is an asset.
  • 15 years of experience in infrastructure construction, with a strong focus on relocation works (utilities, services, and enabling works).
  • Demonstrated success in managing utility diversion and relocation in major urban or infrastructure projects.
  • Proven experience working with government agencies, utility providers, and multiple contractors.
  • In-depth understanding of infrastructure construction, relocation methodologies, and utility coordination.
  • Strong knowledge of relevant construction regulations, permitting processes, and safety requirements.
  • Proficient in project scheduling tools (e.g., Primavera P6 or MS Project) and reporting tools.
  • Excellent leadership and team coordination skills.
  • Strong analytical and problem-solving capabilities.
  • Outstanding communication and negotiation abilities
  • PMP or equivalent project management certification.
  • Experience with international infrastructure projects or joint ventures.
  • Familiarity with FIDIC or similar contract types.
  • Prior work experience in government or public infrastructure projects.
  • Strong understanding of sustainability and environmental standards in construction.
  • Fluency in English; Arabic is a plus.
