Job Description:

Parsons is looking for an amazingly talented Construction Manager to join our team supporting our Federal client at their project site in the South Padre Island, TX area! In this role you will provide onsite Quality Assurance support at an active construction site.

What You'll Be Doing:

  • On-Site Support providing management, safety and quality assurance oversight inclusive of the following definable features of work: horizontal and vertical construction, mechanical, electrical and plumbing (MEP) installation, earthwork, aggregate processing, concrete placement, and testing.

  • Executes all orders and directives issued by the client Project Manager.

  • Monitors daily the construction activities of the general contractor, sub-contractors, and consultants, providing detailed technical reports of such activities, photos, taking necessary action to correct deficiencies, and identifying areas of potential problems. Maintains surveillance of labor performance, manpower allocation, and effective use of tools and equipment.

  • Works closely with Design Manager and Project Manager to ensure that the contract specifications and plans are implemented accurately and efficiently in compliance with legal codes, regulatory requirements and meet engineering and technical standards.

  • Establishes and monitors punch list and testing activities in compliance with the contractor documents

  • Maintains as-built information for Field Office. Periodically check the general contractor’s as-built information to confirm all information is being recorded with clear documentation.

  • Participates in pre-award meetings and coordinate post-award contract meetings, such as post-award kickoff meetings, preconstruction conferences, informal or formal partnering meetings, schedule acceptance meetings, design review meetings, weekly progress meetings, and Red Zone meetings.

  • Provide technical solutions to unforeseen problems that arise during the contract duration in coordination with the designer of record and construction contractor.

  • Prepare or coordinate the preparation of sketches and drawings in support of negotiations and issuance of construction contractor modifications.

  • Provide technical support for claims/disputes/terminations, and negotiation and resolution.

  • Review and recommend approval of contractors' requests for payments and subsequent invoices

What Required Skills You'll Bring:

  • 8+ years of experience as a Construction Manager/Site Superintendent in support of multi-$M Federal client construction programs

  • BS Degree in Engineering, Construction Management or related field (or equivalent construction related work experience)

  • Extensive knowledge of construction related processes, as well as a thorough knowledge of industry practices

  • Experience reviewing Critical Path Management (CPM) schedules for multi-discipline construction projects, monitoring progress, identifying potential schedule delays, responding to inquiries and resolving scheduling problems

  • US Citizenship required

  • Must be a US Citizen and be able to pass any required federal background checks.

  • Must have a valid driver’s license

  • Must be physically capable of walking over rough terrain and standing long periods of time.


What Desired Skills You'll Bring:

  • Broad knowledge and experience managing construction projects for Federal facilities and related infrastructure including: barracks, classroom/training facilities, marine docks, ship repair dry dock facilities, administrative buildings

  • Ability to develop and review statements of work for accuracy and completeness, including field sketches, CAD drawings, supplemental specifications required to support SOWs and supplemental construction directives.

  • Past Experience with a Web Based Project Management Information System for Submittals and Quality Assurance reporting (such as Procore, Kahua, USACE RMS, NAVFAC eCMS and other software solutions)

  • Certification as a PMP with the Project Management Institute (PMI) or CCM with the Construction Management Association of American (CMAA)

  • Developed soft skills working as part of a team with Federal clients

  • Excellent writing and oral communication skills.

  • Proven ability for performing in a lead capacity on a project.

Salary Range: $100,900.00 - $176,600.00
