Job Description:

Parsons is looking for an amazingly talented Construction Engineering Lead - Fuel Farm to join our team! In this role you will be responsible for planning, scheduling, supervising, and exercising administrative authority over all field engineering work for an assigned area of a large construction project.

Controls field engineering activities prepares construction and procurement schedules, conducts subcontract negotiations, and provides technical guidance to support construction operations in accordance with Company procedures and industry practices.

Coordinates the activities of craft supervisors, foremen, and subcontractors to ensure effective operations and productivity. Ensures continuity of job progress and maximizes efficiencies related to the assigned area. Willingness to relocate to construction site locations is expected.

In addition, the incumbent is also responsible for exercising technical expertise in the construction engineering field, within major construction projects, applying knowledge within the civil infrastructure discipline, as well as methods and techniques for integration of work elements specifically used for installation of Airfield Runways, Taxiways, Aprons, and other support facilities (i.e., Fuel Farm facilities, equipment, and piping).’

What You'll Be Doing:

  • Assists the Lead Field Engineer in the planning of construction operations, outlining work programs and designates critical areas and priorities.
  • Assists the Lead Field Engineer with planning the sequence and number of construction activities to be placed in progress in the operational program.
  • Plans, organizes, and ensures adequate staffing, execution, and monitoring of all field engineering activities and related support operations
  • Provides guidance regarding scope of work, schedules, procedures, field construction problems, and other technical information. 
  • Determines budget estimates and staffing requirements for the defined scope and schedule.
  • Establishes, monitors, and maintains first-level quality assurance to confirm that the installation of all work within his/her discipline is in accordance with the plans, specifications, and industry standards. 
  • Supervises the construction engineering work and provides technical expertise for one or more of the construction engineering disciplines, as well as survey personnel.
  • Supervises Construction Inspectors, ensuring that tests and inspections are performed, witnessed, and documented in accordance with approved procedures.
  • Collaborates with construction management to eliminate any hazards associated with the work that may adversely affect the environment or the safety or health of employees. 
  • Ensures that personnel of the assigned group engage in safe work practices in compliance with site-specific safety procedures and industry standards.
  • Establishes and maintains a close working relationship with project design engineering, client representatives, and contractors.
  • Reviews and interprets discipline design drawings and specifications to ensure current revision level and correct technical execution of the work.
  • Provides resolution for technical engineering problems within the assigned discipline(s); coordinates application of solutions.
  • Develops discipline construction schedules, monitoring progress and providing schedule and progress appraisal report to the senior construction management.
  • Monitors material procurement and deliveries to ensure timeliness in support of construction activities and schedule within the assigned discipline. Ensures that materials received meet specifications and established standards of quality.
  • Organizes the accumulation of assigned discipline data for the final project turnover and report.
  • Initiates and maintains records, back-charge procedures, progress reports, etc., as required.
  • Monitors contractor performance pertaining to schedule and conformance to plans and specifications.
  • Interfaces with upper-level management and client personnel.
  • Drafts technical correspondence and reports related to critical technical issue in relation with the integration of civil work elements.
  • May oversee the work of lower-level Construction Superintendents and Specialists.
  • Performs other responsibilities associated with this position as may be appropriate

What Required Skills You'll Bring:

  • Bachelor or higher degree in civil engineering, construction management, or equivalent from a recognized university is required.
  • Minimum of 10 years of overall construction and engineering experience directly related to general field administration on significant civil and utility infrastructure construction projects is required.  
  • 8 years of the experience must be in responsible construction administration assignments involving independent construction, general office engineering decisions, and technical interface coordination on complex infrastructure projects involving integration of systems equipment into civil structure, particularly in airports (landside and airside).
  • Proficiency in applying advanced construction management techniques and the ability to plan, organize and supervise the construction administration work of one or more construction projects. 
  • Capable of adapting to demanding project conditions, including geological considerations.
  • Ability to apply plans and specifications to a project, adapt to field conditions and react objectively and expeditiously to critical and emergency construction engineering problems.
  • Ability to present issues to management in written or oral reports, offering recommendations or corrective actions to the best interests of the client.
  • Proven ability for performing in a lead capacity on a project and capable of adapting to demanding project conditions. 
  • Requires excellent written and oral communication skills, a familiarity with CAD and other PC software packages typically associated with engineering and construction.


What Desired Skills You'll Bring:

  • Comprehensive knowledge of engineering and construction-related processes, as well as industry practices in design, materials specification, and maintenance of airfield pavements, lighting, NAVAIDs, and other industry technologies and practices in accordance with ICAO/ FAA construction standards and methods is preferred.
