Job Description:
Parsons is looking for an amazingly talented Construction Engineer – ICT Fiber / Passive (Saudi National) to join our team! In this role you will get to ensure all ICT fiber construction activities are executed in alignment with project requirements, technical standards, and the strategic direction of Qiddiya Investment Company (QIC), while coordinating effectively with all delivery partners.
What You'll Be Doing:
- Lead the technical execution and site-level management of ICT fiber projects under the SAPL Qiddiya Infrastructure Partner (QIP).
- Ensure all construction activities align with QIC strategy and are coordinated with stakeholders and delivery partners.
- Oversee planning, design, and installation of fiber optic networks (OSP and passive infrastructure).
- Manage construction teams, ensuring routing, splicing, and testing comply with technical standards, permits, and budget constraints.
- Develop detailed fiber route designs, including splicing diagrams and power loss budgets.
- Supervise construction activities such as trenching, HDD/drilling, and aerial cable installation to ensure adherence to schedules and quality standards.
- Coordinate with authorities to secure Right-of-Way (ROW) permits and ensure regulatory compliance.
- Conduct QA/QC activities including OTDR and power meter testing, splicing inspections, and verification of as-built documentation.
- Perform site surveys, utility identification, and field data collection (e.g., KMZ generation and GIS inputs).
- Monitor progress, identify risks, and implement corrective actions to maintain project performance.
What Required Skills You'll Bring:
- Bachelor’s Degree in Civil Engineering, Telecommunications, or related field (or equivalent experience).
- Typically 5+ years of experience in ICT, fiber optics, structured cabling, or OSP deployment.
- Strong knowledge of fiber network design, installation, and testing methodologies.
- Experience in managing site activities and coordinating construction teams.
- Familiarity with permitting processes, especially ROW approvals.
What Desired Skills You'll Bring:
- Proficiency in GIS tools, AutoCAD, and fiber design software.
- Strong understanding of construction processes and industry standards.
- Proven leadership and team coordination skills.
- Strong communication and stakeholder management capabilities.
- Ability to manage multiple tasks and work under project timelines.
- Experience in data center or large-scale infrastructure projects is an advantage.
