Job Description:
Parsons is looking for a talented Configuration Manager to join our growing team!
As a member of the Space Operations Systems & Services (SOSS) team, you will collaborate with Parsons colleagues, partners, and key stakeholders such as the U.S. Space Force, DARPA, and NOAA. Your role will involve developing and maintaining Configuration Management (CM) and Data Management (DM) activities to support Ground Station as a Service (GSaaS), Ground Operations Center as a Service (GOCaaS) constructs, and Parsons on-premises labs. You will work closely with Senior Management, commercial product owners/vendors, Program Managers, Quality Assurance personnel, and technical and cyber professionals to foster a robust CM culture.
SOSS is evolving from primarily ground station development to incorporating both development and operational capabilities. Your focus will be to establish and maintain essential CM/DM activities across multiple programs efficiently, effectively, and safely. This role requires the development of CM/DM processes and artifacts in line with best practices. You will plan and document program CM activities, collect CM-related measurements and reports, and maintain the hardware, software, and baseline history of the programs. The ideal candidate will possess leadership and CM experience and the knowledge to perform these tasks effectively.
What You'll Be Doing:
- Develop and implement configuration management strategies, processes, and procedures.
- Maintain configuration control of software, hardware, and network components across the organization.
- Create and maintain configuration baselines throughout the entire lifecycle, ensuring all changes are documented and compliant with established policies.
- Collaborate with IT, development, engineering, and operations teams to ensure smooth integration of configuration management practices.
- Conduct regular audits and reviews of configuration settings to identify and resolve discrepancies.
- Ensure that configuration management tools and practices remain effective and scalable as organizational needs evolve.
- Provide training and support to staff on configuration management processes and best practices.
- Ensure compliance with internal policies and external regulations related to configuration management.
- Perform knowledge management functions to ensure documentation is maintained in a functional format.
- Manage software and hardware purchasing, both new and renewals.
- Maintain the Configuration Management Database (CMDB) and ensure it is accurate and up to date.
- Manage and control changes to Configuration Items (CIs), ensuring that all modifications are properly authorized and documented.
- Develop and implement change management processes and procedures to minimize disruptions and risks.
What Required Skills You'll Bring:
- Active Secret security clearance.
- Bachelor’s degree (STEM preference but not required).
- 3+ years of experience supporting configuration management (CM) activities on large, complex programs and projects.
- 3+ years of experience working with technical baselines and conducting System Integration activities on space-related (space, ground, software, or hardware system) Defense Acquisition Programs.
- Experience developing, documenting, and executing a CM process to manage the technical baseline at all integration levels.
- Experience conducting Engineering Review Boards and Configuration Control Boards.
- Ability to develop and maintain a repository of all CM-related items (hardware/software/documentation) from all stakeholders and programs.
- Experience with JIRA (medium skill level) for tracking system changes.
- Experience with Costpoint and working with vendors.
- Experience managing software license renewals and lifecycle management of hardware and software.
- Ability to communicate and establish collaborative relationships with government clients, Federally Funded Research and Development Centers (FFRDC), and associate contractor teammates to achieve program goals.
- Proficiency with Microsoft Office Tool Suite.
What Desired Skills You Might Bring:
- Experience performing a Technical Baseline Assessment from a review of the Requirement Verification Ledger (RVL), Requirements Verification Plans (RVPs), and Interface Control Documents (ICDs).
- Familiarity with systems engineering, integration, and testing with ground stations and/or antennas through CM and DM processes.
- Experience or understanding of Model-Based Systems Engineering approach to manage system definitions and technical baselines.
- Experience working with Quality Assurance personnel and performing CM/QA audits.
- Experience utilizing metrics to improve processes and ensure consistency and standardization across the organization.
- Experience with planning and executing program reviews throughout the lifecycle of the system.
- Knowledge of DoD 5000.01/02.
- Master’s degree (bonus if in a technical discipline).
- Configuration Management Training Foundation (CMTF) CICM Certification.
