Job Description:

Parsons is seeking an accomplished, leadership-driven Commissioning & Handover Manager to direct the final testing, operational readiness, and formal asset transfer phases of multi-billion-dollar infrastructure developments in Tabuk, Saudi Arabia. This critical leadership role requires a strategic expert capable of bridging the gap between heavy construction and live operations, ensuring all mega-project assets meet world-class performance and regulatory standards prior to client handover.

What You'll Be Doing

  • Commissioning Strategy & Execution: Develop, implement, and govern the overarching testing, commissioning, and asset handover master plan across multi-disciplinary packages (MEP, civil, systems, and infrastructure).

  • Handover & Closeout Management: Manage the entire end-to-end closeout framework, ensuring all As-Built drawings, O&M manuals, asset registries, and regulatory certifications are systematically compiled, verified, and transferred to the client.

  • Stakeholder & Authority Alignment: Act as the primary liaison between construction contractors, independent commissioning agents, the project management office (PMO), client operational teams, and Saudi regulatory authorities to secure formal stage sign-offs.

  • Defect & Punch-List Governance: Establish and enforce strict punch-list management protocols, ensuring defects are prioritized, tracked, and closed out by contractors without disrupting project timelines.

  • Operational Readiness (ORAT): Lead Operational Readiness and Airport/Facility Transfer processes, validating that operational staff are fully trained and that building management systems are stabilized for live occupancy.

What Required Skills You'll Bring

  • Experience: Minimum of 15 years of progressive experience in mega-project construction, with a specialized focus on leading the commissioning and handover phases of large-scale infrastructure, commercial, or heavy industrial facilities.

  • Education: Bachelor’s degree in Engineering (Mechanical, Electrical, or Civil) from an accredited institution. Certifications in Project Management (PMP) or Commissioning (e.g., CxA, CBCP) are highly preferred.

  • Technical Expertise: Comprehensive understanding of multi-disciplinary systems commissioning, stage-gate handover methodologies, and digital completions software (e.g., eHub, Omega, or similar completions tracking systems).


What Desired Skills You'll Bring

  • Location/Adaptability: Must be willing to relocate to and work full-time in the Tabuk region. Direct experience directing the closure or handover of Saudi Arabian giga-projects (such as NEOM, Trojena, Oxagon, or Red Sea Global) is heavily weighted.

  • Leadership & Influence: Proven capability to lead large, multi-national engineering teams and navigate complex, high-pressure contract structures. Exceptional negotiation skills and flawless command of technical English are mandatory.
