Job Description:
Parsons is looking for an an experienced Commercial Manager to join our team! In this role you will you will oversee the financial health and contractual adherence, for Design and Build construction projects within the Kingdom of Saudi Arabia, ensuring successful execution from concept through design development.
Reporting directly to the Commercial Director you will act as the link between financial viability and project delivery by managing budgets, negotiating contracts, controlling costs, sourcing suppliers and mitigating commercial risks to ensure profitability, budget expenditure, achieving business goals, KPIs. The Commercial Manager is responsible for protecting the Client and Parsons interests in all contractual matters and ensuring compliances with legal and company policies.
A strategic thinker with business acumen, applies widely diversified knowledge of various scenarios, managing multiple projects and programs with a focus on relationship building and business development which fosters growth and financial performance.
What You'll Be Doing:
- Directing, leading, managing and motivating multiple teams across commercial activities, providing financial direction, preparing budgets, tracking expenses, identifying cost savings and ensuring the program remains within financial budgets and company KPIs.
- Identifies contractual and financial risks and develops mitigation strategies.
- Determines and advises on contractual matters and acts as the advisor with regard to the strategy for, and the conduct and recording of contract modification/change negotiations, claims avoidance and conflict management.
- Identifies new business opportunities, prepares bids, determines, evaluates and selects most suited suppliers and subcontractors and seeks revenue streams to improve profitability.
- Enters into negotiating costs, to determine best value and manages supplier relationships.
- Preparing detailed performance reports and presenting updates to senior management and clients.
- Managing scope changes, cost analysis/projections, project tracking and risk management, and potential delays while ensuring adherence to contractual obligations.
- Implementing and ensuring compliance with all commercial and contractual procedures, QA/QC, and document control protocols.
- Representing Parsons in meetings with clients, authorities, and external stakeholders, with the ability to enhance and promote client relationships whilst remaining an ambassador for the company.
- Managing scope changes, design modifications, and project risks while ensuring contractual compliance and schedule adherence.
- Ability to mentor and motivate team members/individuals through career guidance and or participation in company sponsored events/award initiatives.
- Perform other responsibilities associated with this position as may be appropriate.
What Required Skills, Experience and Qualifications You'll Bring:
- Bachelor's Degree in Quantity Surveying, Engineering, Construction Management, Science or LLM/MSc Construction Law Degree from a reputable University with fifteen (15) years' experience in contract procurement, negotiation, award and administration.
- Professional registration with Chartered Status, preferably RICS or equivalent.
- Candidate to be fully conversant in standard Contract forms and have extensive knowledge of FIDIC forms plus Design and Build experience.
- Candidate must have worked in similar role during the past 8 years.
- Demonstrated experience working with PMCM Consultants and major Contractors on complex, high-value projects.
- Excellent verbal and written English language skills with the ability to lead meetings, report and communicate effectively to a varied audience.
- Computer literate having proficiency in progress tracking, cost control, risk management and associated software.
- Familiarity with industry standards, safety regulations, and quality assurance protocols.
- Experience in public meetings, regulatory coordination, or working with government clients.
- Ability to proactively manage and agree change orders whilst upholding high technical and commercial standards.
- Candidate must be knowledgeable of current and future emerging technologies and how they can be effectively utilized on projects.
- Candidate must meet Parsons' Project Management certification requirements, as and when required.
