Commercial Lead (Infrastructure)
Doha, Qatar
Parsons is looking for a Commercial Lead to join our site supervision team. In this role you will complete a wide variety of difficult and complex estimating activities including but not limited to, assigning estimate team members specific task or subtask in accordance with each estimator’s best qualified skills and capabilities, utilizing performance measurement techniques to determine levels of deliverable status, utilizing company estimating software and tools, writing estimate narratives, developing estimate procedures, supporting estimate database updates and providing project historical data, leading estimate task teams, and evaluating and providing input for performance reviews for assigned staff. .
What You'll Be Doing:
The Commercial Lead ensures that all SQS/QS team members adhere to the company's estimating practices, techniques, processes, and procedures.
Provides quality-controlled contract administration and estimates for projects and programs as assigned. Defines and delineates the scope of projects or programs using a top-down work breakdown structure (WBS), and prepares material takeoffs in accordance with the WBS as outlined by concept documents, design drawings, plans, and specifications.
Develops detailed resource costs for work activities based on the planned schedule of execution, applies project burdens and indirect costs, incorporates mandated fees and taxes, defines costs related to contract general conditions, and applies expected margins to produce a reasonably probable project and/or contract cost.
Prepares a basis of estimate (BOE) narrative that clearly articulates the estimate methodology, scope, pricing characteristics, escalation factors, assumptions, and exclusions, ensuring that the client has a comprehensive understanding of the content and components of the estimated probable cost.
The candidate must possess a sound command and prior experience in administration across various contract types within a large portfolio.
Ensures verification of cost reporting and audit mechanisms.
Collaborate with the contractor and client to develop a detailed baseline budget.
Benchmarks costs (labor, materials, overhead) against market standards.
Provides advice on subcontractor and supplier selection criteria.
Develop guidelines for the competitive bidding process.
Monitors project expenditure periodically.
Reports costs as necessary and as directed by management.
Evaluates all change order requests.
Reviews estimates provided by other service providers to ensure compliance with project or program procedures, completeness, accuracy, technical development, and adherence to best practices.
Reviews contractual documents and contract modifications to determine scope of work and scope changes, assesses cost and schedule impacts on the base contract, and offers written evaluations and recommendations for reasonable reconciliation and remediation to project and/or program management.
Prepares and summarizes task and subtask estimates, including resource rates and/or unit costs, to perform parametric order-of-magnitude cost estimates when detailed estimations are not required or feasible.
Defines scope and quantification for vendors and subcontractors to obtain accurate and competitive pricing for materials, equipment, and services necessary to complete an estimate of probable cost.
Collects, evaluates, and documents historical cost data, considering factors such as construction location, site conditions, contract terms, procedures, and methods, to maintain current estimating database information.
Provides training and guidance to estimators and associate estimators in the preparation, revision, and production of cost estimates using the relevant project or program software, tools, and equipment.
Reviews work produced by subordinate personnel for quality, clarity, accuracy, and inclusion of all components and costs required by the contract documents.
What Required Skills You'll Bring:
Bachelors degree in Civil and/ or Quantity Surveying from an accredited internationally recognized university and must be qualified or in the process of accreditation by a recognized international body, such as Chartered Status Australian Institute of Quantity Surveyors (AIQS) and Chartered Status Royal Institution of Chartered Surveyors (RICS), or as approved by the Engineer.
Minimum of 15 postgraduate years of experience and a minimum of 10 years of similar work experience on large infrastructure projects.
Qualified professional who can manage and coordinate specialized activity, discipline or team of moderate size and complexity.
The Candidate must have a strong command and previous experience in administering various contract types in large portfolio.
The Candidate should have managerial skills and a strong command to direct, manage, and supervise the audit team to check/audit the contractor's commercial records and financial system.
Chartership certificate.
MME registration is mandatory.
