Job Description:

Commercial Director (Infrastructure & Building)

Sharjah, UAE

Parsons is looking for an amazingly talented Commercial Director to join our team! In this role you will get to commercial and contracts Management in a PMC role.

What You'll Be Doing:

The Commercial Director on behalf of PMC plays a critical leadership role focused on the financial, contractual, and commercial success of the project. Following shall be the key duties and responsibilities of Commercial Director:

1. Contract Management

  • Negotiate and oversee execution of key contracts for various package contractors and consultants

  • Ensure all contractual obligations are met by the various parties.

  • Manage variations, claims, and dispute resolution processes.

2. Cost Control & Budget Management

  • Establish and manage project budgets and forecasts.

  • Monitor project costs and implement cost-saving measures where needed.

  • Approve payments and monitor cash flow to ensure financial health of the project.

  • Follow a stringent process of cost management and reporting.

3. Tendering & Procurement

  • Oversee tender strategy, bid submissions, and selection of contractors and consultants.

  • Lead commercial negotiations with clients and vendors.

4. Risk Management

  • Identify, assess, and mitigate commercial and contractual risks.

  • Implement risk registers and ensure compliance with risk management protocols.

5. Financial Reporting

  • Provide accurate and timely financial reports to senior management and stakeholders.

  • Oversee preparation of valuations, final accounts, and other commercial documentation.

6. Team Leadership & Stakeholder Management

  • Lead the commercial team (quantity surveyors, procurement, contract managers).

  • Liaise with clients, consultants and contractors.

  • Act as the commercial and contractual point of contact for clients.

  • Support the Project Director on all contractual and commercial matters and other technical and administrative matters.

7. Claims

  • Handle contractual claims

  • Provide contractual and commercial support during any litigation or arbitration, in close coordination with legal.

What Required Skills You'll Bring:

  • Bachelor's degree in Civil Engineering or Quantity Surveying, with at least 20 years of experience in a large international engineering and construction firm, is required.

  • The ideal candidate should have extensive experience in infrastructure and buildings, with additional expertise in airport projects being an advantage.

  • A Master's degree in Quantity Surveying and Professional Membership (MRICS) are highly preferred.

  • A comprehensive understanding of industry business practices and contract negotiations is essential, along with the ability to perform effectively in a senior management role.

  • Strong written and verbal communication skills, excellent interpersonal abilities, and proven leadership capabilities are also critical for this position.
