Job Description:

Parsons is looking for an amazingly talented Civil Lead Engineer to lead the civil engineering design review, technical coordination, construction support, and multidisciplinary integration activities for a major Airport, Infrastructure, and Airfield Development Project. The successful candidate will be responsible for overseeing the planning, review, and delivery of civil infrastructure associated with passenger terminals, runways, taxiways, cargo aprons, aircraft parking stands, landside developments, utility corridors, road networks, and airport support facilities.

The Civil Lead Engineer will provide technical leadership throughout the project lifecycle, ensuring that all civil engineering works comply with project requirements, international standards, airport operational requirements, and industry best practices while supporting the Delivery Partner in achieving safe, efficient, and successful project delivery.

What You'll Be Doing:

  • Lead and coordinate all civil engineering activities across the airport development program, ensuring alignment with project objectives, technical requirements, and delivery milestones.
  • Provide technical leadership and guidance to multidisciplinary engineering teams throughout design, construction, testing, and project closeout.
  • Ensure civil engineering deliverables comply with contractual obligations, project specifications, and client requirements.
  • Support engineering planning, resource allocation, and technical governance across civil engineering disciplines.
  • Lead the review of civil engineering designs, calculations, technical reports, drawings, specifications, and engineering submissions.
  • Review grading, earthworks, utility corridors, retaining structures, site development, drainage interfaces, and civil infrastructure designs.
  • Ensure compliance with applicable international standards, local authority regulations, airport engineering requirements, and client specifications.
  • Support value engineering initiatives to optimize constructability, sustainability, operational efficiency, and long-term asset performance.
  • Coordinate civil engineering works associated with passenger terminals, runways, taxiways, cargo aprons, aircraft parking stands, maintenance facilities, and airport support infrastructure.
  • Review airfield grading, site development, pavement interfaces, service roads, utility corridors, and landside infrastructure.
  • Ensure seamless integration between civil infrastructure and operational airport facilities.
  • Support phased construction planning while maintaining airport operational continuity where applicable.
  • Coordinate civil engineering interfaces with Structural, Architectural, Mechanical, Electrical, Airfield, Wet Utilities, ICT, Security, Traffic Systems, and Environmental disciplines.
  • Participate in multidisciplinary design coordination meetings and BIM model reviews.
  • Identify and resolve engineering conflicts, design clashes, and interface issues.
  • Support digital engineering and Common Data Environment (CDE) initiatives.
  • Provide technical support during construction, installation, testing, commissioning, and handover activities.
  • Review contractor shop drawings, material submittals, RFIs, method statements, and technical queries.
  • Conduct site inspections to verify compliance with approved civil engineering designs and project specifications.
  • Resolve technical issues affecting construction progress, quality, and project delivery.
  • Coordinate with the Client, airport authorities, consultants, contractors, utility providers, and regulatory agencies on civil engineering matters.
  • Support technical approvals, engineering reviews, permits, and authority submissions.
  • Participate in technical workshops, coordination meetings, and design review sessions.
  • Ensure effective management of civil engineering interfaces across all project stakeholders.
  • Ensure all civil engineering works comply with project quality standards, engineering specifications, contractual requirements, and regulatory codes.
  • Participate in technical audits, engineering reviews, inspections, and quality assurance activities.
  • Monitor contractor compliance with approved procedures and construction methodologies.
  • Support implementation of continuous improvement initiatives and engineering best practices.
  • Prepare and review engineering reports, technical assessments, progress updates, design review comments, and engineering recommendations.
  • Monitor engineering progress against project schedules and delivery milestones.
  • Maintain accurate records of engineering decisions, design reviews, approvals, technical risks, and site observations.
  • Provide regular engineering updates to Project Management regarding progress, risks, technical issues, and mitigation measures.
  • Promote a strong Health, Safety, and Environmental (HSE) culture throughout all civil engineering activities.
  • Ensure civil engineering designs incorporate Safety-in-Design principles and support airport operational safety requirements.
  • Support compliance with project HSE procedures, environmental regulations, and sustainability objectives.
  • Participate in constructability reviews, risk assessments, and continuous improvement initiatives.

What Required Skills You'll Bring:

  • Bachelor's Degree in Civil Engineering or a related Engineering discipline.
  • Master's Degree in Civil Engineering or Infrastructure Engineering is considered an advantage.
  • Minimum 10 years of experience in civil engineering design, design review, construction supervision, and multidisciplinary coordination on major infrastructure projects.
  • Proven experience on international airport developments, including passenger terminals, runways, taxiways, cargo aprons, airfield infrastructure, landside developments, and utility corridors.
  • Strong experience supporting major transportation, aviation, or large-scale infrastructure programs.
  • Demonstrated experience leading multidisciplinary engineering teams and coordinating with clients, consultants, contractors, and regulatory authorities.
  • Strong knowledge of civil engineering design principles, construction methodologies, and infrastructure delivery.
  • Thorough understanding of airport engineering requirements, airfield infrastructure, grading, site development, drainage coordination, and utility integration.
  • Familiarity with ICAO, FAA, AASHTO, BS/EN standards, local authority requirements, and international engineering best practices.
  • Experience with Civil 3D, AutoCAD, OpenRoads Designer, BIM platforms, and Common Data Environment (CDE) workflows.
  • Strong analytical, technical review, problem-solving, and decision-making capabilities.
  • Excellent communication, stakeholder management, and multidisciplinary coordination skills.
  • Ability to manage multiple engineering priorities within complex airport development programs.

What Desired Skills You'll Bring:

  • Professional Engineer (PE), Chartered Engineer (CEng), or equivalent professional registration.
  • Experience on major international airport expansion or greenfield airport development projects.
  • Knowledge of ICAO Annex 14, FAA Advisory Circulars, and international airport planning and design standards.
  • Experience working under FIDIC or similar international contract frameworks.
  • Familiarity with Design-Build, EPC, PMC, or Delivery Partner project delivery models.
  • Experience in digital engineering, BIM collaboration, and engineering information management.
  • Strong leadership, stakeholder engagement, and authority liaison experience.
