Job Description:

Civil Inspector (Infrastructure – Roads & Cycle Tracks)

Abu Dhabi, UAE

Parsons is looking for an amazingly talented Civil Inspector (Infrastructure) to join our team in Abu Dhabi. In this role, you will perform continuous surveillance of assigned inspection activities to ensure compliance with all applicable codes, standards, and specifications, with particular focus on roadworks, storm water systems, and cycle track facilities.

What You’ll Be Doing

  • Ensure that all road, storm water, and cycle track construction works are performed in strict accordance with approved plans, specifications, ADM/DMT standards, and relevant active mobility guidelines.

  • Supervise construction of cycle tracks and associated works (pavement layers, asphalt, kerbs, segregation elements, signage, road markings, drainage, and street furniture) to verify correct line, level, crossfall, width, and safety requirements.

  • Report to the ARE or RE any failure of the Contractor to perform the work as per drawings, specifications, and good workmanship, including any non-conformance related to cycle track geometry, surface quality, and user safety.

  • Maintain a detailed diary of the day’s work activities, including cycle track and road works, issues, work approved or rejected, hours of operation, labor and equipment used, etc., and sign at the end of each day as directed by the ARE.

  • Interface with the public and stakeholders adjacent to the works (residents, businesses, road users, cyclists) to help mitigate construction impacts and address access, safety, and traffic management concerns.

  • Coordinate with the contractor’s site engineers daily to advise on proper execution of road, drainage, and cycle track works, including corrective actions where non-compliance or poor workmanship is observed.

  • Coordinate with other discipline inspectors (e.g., structural, electrical, landscape) and arrange sampling and testing of satisfactorily completed work, as well as quality assurance testing of suspect materials (asphalt, concrete, aggregates, etc.).

  • Coordinate with Surveyors to check the line and grade of ready and completed road and cycle track works for conformance with design cross-sections, levels, and alignment.

  • Report questionable methods of operation by the Contractor to the ARE or RE, especially where these may affect safety, durability, or the intended function of cycle tracks and associated infrastructure.

  • Process Inspection Requests and maintain accurate records of their status, ensuring timely inspection and feedback for all relevant construction activities.

  • Maintain detailed records of work performed by the contractor where the work is executed on a Day Works basis, including quantities and resources used.

  • Act positively and participate in all health and safety issues at site, as required by the Assistant Resident Engineer and project safety representatives, with particular attention to safe access for workers and road users around cycle track corridors.

  • Act in a professional manner, while being firm in dealings with the Contractor to safeguard quality, schedule, and compliance with contract and regulatory requirements.

What Required Skills You’ll Bring

  • Bachelor’s Degree or Diploma in Civil Engineering, Construction Engineering, or a related discipline.

  • Minimum 5+ years of demonstrable experience in road/infrastructure construction supervision and storm water projects, including on-site inspection roles.

  • Ability to read and interpret shop drawings, IFC drawings, method statements, and construction specifications, and thorough familiarity with construction processes related to roads, drainage, and urban infrastructure.

  • Fully computer literate and able to utilize computer technology to access data, maintain records, generate reports, and use project-specific engineering and construction-related software.

  • Good written and oral communication skills, and strong interpersonal skills, with a demonstrated ability to interact effectively with project teams, contractors, and stakeholders.

  • Experience on ADM / DMT projects in Abu Dhabi or the wider UAE preferred.

What Desired Skills You’ll Bring

  • Practical site supervision experience on the construction of cycle tracks, shared paths, or active mobility corridors within Abu Dhabi or the UAE.

  • Familiarity with ADM/DMT standards and guidelines for roads and cycle facilities, including typical cross-sections, widths, clearances, gradients, and intersection treatments.

  • Knowledge of geometric and safety design principles specific to cycle infrastructure (sight distances, stopping visibility, surfacing, segregation from traffic, and conflict points at junctions).

  • Experience reviewing and inspecting temporary traffic management and construction staging around cycle tracks and pedestrian routes to ensure safe movements during construction.

  • Understanding of public realm and universal access considerations, ensuring cycle tracks and adjoining sidewalks are safe and accessible for all users.

  • Experience with digital inspection tools, mobile apps, or GIS-based systems for recording inspections, defects, and as-built data.

  • Proven ability to identify and report design or constructability issues related to cycle tracks and propose practical solutions in coordination with ARE/RE and design teams.

  • Strong stakeholder interface skills, capable of dealing with nearby residents, businesses, and road users during construction, particularly in corridors with high pedestrian and cyclist activity.
