Job Description:
Parsons is hiring a Chief Information Officer to support the NSF Antarctic Science and Engineering Support Contract (ASESC). The role will be based in Colorado Springs, CO, however, remote work is permissible with occasional visits to Colorado Springs and ASECS support locations.
What You’ll Be Doing:
- Responsible for providing Information Assurance (IA) compliance, technology vision, and leadership in developing and implementing USAP-wide Information Technology and Communications (IT&C) Program.
- Manages information security and Authorization to Operate (ATO) matters. Primary interface with NSF OPP (OPP) and external agencies for IT&C.
Enterprise Resource Planning (ERP) include:
- Provides strategic Enterprise Resource Planning (ERP) related to IT&C technology.
- Ensures all activities are performed in accordance with all applicable laws, regulations, standards, and codes imposed by the Antarctic Treaty and the US Government
- Partners with Management Team to develop information strategy that emphasizes strong internal and external communications in support of USAP.
- Advises ITT ASI (ASI) and USAP on capabilities, costs, and benefits of technology.
- Works with OPP, military, and others to set strategy and implement policy.
Additional Responsibilities:
- Set objectives and strategies for the IT department
- Select and implement suitable technology to streamline all internal operations and help optimize their strategic benefits
- Design and customize technological systems and platforms to improve customer experience
- Plan the implementation of new systems and provide guidance to IT professionals and other staff within the organization
- Approve purchases of technological equipment and software and establish partnerships with IT providers
- Oversee the technological infrastructure (networks and computer systems) in the organization to ensure optimal performance
- Direct and organize IT-related projects
- Monitor changes or advancements in technology to discover ways the company can gain competitive advantage
- Analyze the costs, value and risks of information technology to advise management and suggest actions
- Ensures adherence to established standards of individual performance and discipline
- Interviews IT&C prospective managers and assists in the selection of new employees
- Identifies, studies, and implements cost saving initiatives where applicable
- Determines and allocates resources to meet all mission requirements
- Ensures the IT & Communications organization is not overly tasked with augmentation duties outside respective functional areas
- Plans and directs project execution; monitoring and reporting progress
- Must be customer oriented
- Approves Special Certification Appointments
What Required Education/ Skills You’ll Bring:
- Proven experience as CIO or similar managerial role
- Excellent knowledge of IT systems and infrastructure
- Background in designing/developing IT systems and planning IT implementation
- Solid understanding of data analysis, budgeting and business operations
- Superior analytical and problem-solving capabilities
- A strong strategic and business mindset
- Excellent organizational and leadership skills
- Outstanding communication and interpersonal abilities
- BSc/BA in computer science, engineering or relevant field; MSc/MA will be preferred
- Ten years management and senior level supervisory experience within the last fifteen years, in the performance and Communications and IT support in execution of polar operations or similar expeditionary type environments (i.e., remote or austere operating environments); or equivalent NSF, NASA, DOE, NOAA or military experience
- Must have extensive, thorough knowledge US Governments computer networks and systems.
- Possess strong communications, interpersonal, leadership and managerial skills with an extensive background in building and leading a diverse team possessing myriad complementary/non-complementary skills to deliver operational, contractual, and financial results
- Must deal with the customer and company employees in a courteous, professional, and effective manner
- Must be a US citizen
- This position is contingent upon successful contract award of the United States Antarctic Program (USAP) National Science Foundation (NSF) Antarctica Science & Engineering Support Contract (ASESC) NOTE: Interim employment offered immediately on a consulting basis. Full time employment contingent upon contract award.
