Job Description:

Parsons is looking for an amazingly talented Change Control Manager to join our team in Riyadh! In this role, you will own the end-to-end change control process—leading contractual and commercial impact assessments, securing approvals, and integrating approved changes into project baselines to protect schedule, cost, and value.

What You'll Be Doing:

  • Establish and govern change control procedures, workflows, and approval matrices aligned with contract requirements.

  • Lead change intake/triage and maintain the change register, trends, substantiation, and full audit trail.

  • Coordinate cross-functional impact assessments across scope, schedule, cost, risk, quality, and commercial.

  • Prepare decision-ready change packages and present to the Change Control Board/client for approval.

  • Perform/coordinate Time Impact Analyses in Primavera P6/MS Project; integrate approved changes into the baseline.

  • Quantify cost and commercial impacts with Estimating/QS and Cost Control; align budgets, contingency, and cash flow.

  • Ensure timely contractual notices and fully substantiated variation/compensation event submissions (e.g., FIDIC/NEC/EPC).

  • Flow down approved changes to subcontracts/vendors and verify execution readiness (drawings, BoQs, method statements).

  • Track change cycle times and trends; produce clear dashboards and insights for leadership and clients.

  • Support claims preparation and negotiations for delays, disruptions, and scope changes; maintain audit-ready records.

What Required Skills You'll Bring:

  • Bachelor’s degree in Engineering, Construction Management, Quantity Surveying/Commercial Management, Business, or related field (or equivalent experience).

  • 8–12 years in change/variation management, project controls, or contracts/commercial on large, complex projects.

  • Proficiency with Primavera P6 and MS Project for schedule impact analysis and baseline control; strong Excel/reporting skills.

  • Strong knowledge of contractual change provisions and entitlement (e.g., FIDIC/NEC/EPC) and commercial valuation/pricing.

  • Excellent communication, facilitation, and stakeholder management; ability to synthesize complex inputs into clear recommendations.

  • Eligibility to work in KSA; English fluency required, Arabic a plus.

What Desired Skills You'll Bring:

  • Experience with EcoSys/Prism, SAP/Oracle ERP, and document control systems (Aconex/ProjectWise).

  • Power BI/Tableau for dashboards; strong business writing for change narratives and justifications.

  • Professional credentials (e.g., RICS, CIArb, AACE, PMI) and experience on Saudi giga-projects.

  • Background supporting TIAs, entitlement/quantum analyses, and negotiating variations/claims.
