Job Description:

SENIOR SAFETY SPECIALIST:- The Senior Safety Specialist is responsible for review and implementation of the contractors’ safety programs. Responsible for providing advice on various safety aspects to contractors’ personnel, and for encouraging contractors to pursue safe work practices and to maintain safe conditions at their work sites. Investigates and prepares reports on accidents with emphasis on prevention and/or recurrence.

Organizational Relationship: 

Reports to the HSE Manager and/or Deputy, coordinates with client, Parsons and client contractor staff. Ensures that safety inspection reports are disseminated to the concerned parties, check and validate audits and inspection reports of subordinates. Ensure subordinates undertake their specific tasks in-line with the HSE Program.

Major Activities Performed: 

  • Conducts site inspections with the contractors’ safety managers/officers on a weekly basis or as required; and reviews the reports with contractors’ construction managers/officers and RC/MSC managers and/or Specialists.

  • Sees and recognizes job hazards and notifies the concerned contractor safety manager and of unsafe construction practices or conditions at the site.

  • Investigates all on-site accidents, identifies elements of the accident and unsafe conditions and acts, and determines root cause/reason for the accident and steps to take to prevent recurrence.

  • Participates in the training of contractors’ safety staff on safe work practices.

  • Prepares reports for construction safety violations and distributes the reports accordingly.

  • Provides initial safety indoctrination to the contractor’s construction and safety managers/officers prior to start of the work.

  • Assists contractors in preparing their safety programs/plans and reviewing plans, RAMS etc.

  • Participates in the safety audits through the review of contractors’ records, practices, and procedures.

  • Performs other responsibilities associated with this position as may be appropriate.

  • Supervisors and mentors, a team of safety engineers

  • Any other HSE duties as assigned by the HSE Manager and/or his deputy

Experience and Qualifications:           

  • Western qualification, must hold an international recognized NEBOSH safety qualification, be a qualified and experienced Diver (preference given to advanced Diver e.g., PADIA Diving Instructor), Offshore Safety Qualification e.g. 5700 BOSIET, TBOSIET  

  • Offshore rescue qualification preferred.

  • Possess computer literacy and capable to operate current computer safety programs.

  • The ability to communicate effectively in spoken and written English is essential.

  • Ability to conduct safety, CPR techniques and first aid.  

Specific technical requirements are:

  • Minimum 10 years’ experience in safety, 3 years working offshore (diving, boats, oil and gas etc).

  • Offshore pipeline, diving and dredging experience preferred.

  • Must have ability to perform with minimum supervision and work cooperatively with Construction Department staff and contractor personnel. 

  • Provide professional support to all stakeholders as necessary during construction phases.
