Position Overview

As a Senior Proposal Manager, you’ll champion the development and delivery of our most strategic proposals, qualifications, and other business development materials for projects within our federal business. NOTE: This position is OPEN to all 50 States, in addition to the targeted markets listed. You’ll be joining the Enterprise Proposal Operations team and work collaboratively with leadership, management, subject matter experts, Core Creative designers, and capture teams to win new business. This position will require you to adapt to changing priorities in a dynamic environment and work on multiple assignments in tandem, with overlapping schedules.

How You Will Make a Difference

  • Manages and leads a team in the development of complex proposals to craft compliant, responsive, and compelling deliverables that solve our customers’ problems and differentiate us from the competition. 
  • Sets the overall strategy for proposal development and maintains a high degree of decision-making authority. 
  • Holds team members accountable for their work and encourages them to stay focused and motivated throughout the process; provides timely feedback, celebrates milestones and achievements, and recognizes the contributions of each team member. 
  • Provides strategic guidance and mentorship to team members. 
  • Proactively manages stakeholder relationships and communicates proposal strategies and progress to senior leadership; contributes valuable insights and recommendations to improve overall efficiency and effectiveness of the proposal management function. 
  • Refines and optimizes proposal processes and best practices to drive pursuit excellence.  
  • Performs detailed analysis of solicitation documents to assess requirements and builds compliance matrices, schedules, and annotated outlines. 
  • Manages, interacts, and collaborates with: 
  • Capture teams to guide proposal development efforts through the Business Acquisition Process (BAP). 
  • Subject matter experts (SMEs) to convey our winning narrative throughout the proposal.  
  • Graphics and desktop publishing teams to develop tailored templates, infographic concepts, and standards for proposal look and feel, writing style, and layout. 
  • Facilitates proposal kick-off meetings, milestone meetings, color reviews (pink, red, gold), and recovery periods to ensure quality deliverables; facilitates strategy-driven workshops (e.g., storyboarding, strategy sessions, writer’s workshops) to produce compelling messaging and creative narratives for top pursuits. 
  • Maintains comprehensive knowledge of past successful proposal activity and uses Parsons’ repositories to identify past content potentially relevant to current proposal efforts.
  • Writes non-technical portions of the proposal (i.e., cover letters, executive summaries, team qualifications, and various management plans) and communicates win themes and discriminators.
  • Reviews all proposal drafts and final documents to ensure responsiveness, thoroughness, accuracy, and quality. Is familiar with the FAR and contract terms and provisions and can adapt them for new work as appropriate.
  • Establishes production schedules and resource plans to ensure all required proposal documents are produced properly and delivered on time.
  • Oversees customer orals/interview preparation, development of collateral, and coaching activities.
  • Facilitates lessons learned workshops and makes recommendations to update processes, templates, tools, and best practices.  
  • Leads team initiatives to introduce and promote efficiencies and improve win rates across the business segment. 
  • Performs other responsibilities associated with this position as may be appropriate.

What You Will be Doing with Us

  • Lead development of compliant, comprehensive, and compelling submittals that are easy to score.
  • Manage, schedule, edit, and produce multi-volume Federal proposals.
  • Lead the proposal team’s execution of Parsons’ proposal process, proposal content, adherence to requirements and format, and managing our proposal team’s activities to create winning submissions.
  • Lead proposal teams in an encouraging, diplomatic, and collaborative demeanor.
  • Provide day-to-day leadership and direction of proposal resources with ability to communicate clearly with different groups and types of people.
  • Facilitate strategy sessions, kickoff meetings, stand-up calls, color reviews, and other milestone meetings.
  • Work collaboratively with capture managers and leadership to identify problems and risks and quickly mitigate them.
  • Maintain, adjust, and drive proposal schedules.

What We Need from You (REQUIRED)

  • US citizenship
  • Bachelor’s degree
  • 8+ years of managing and writing/editing multi-volume proposals that have resulted in Federal prime-contract awards with values more than $50M
  • In-depth understanding of how to develop compelling and compliant Government RFI, RFP, and RFQ responses
  • Capable of facilitating strategy and storyboarding sessions
  • Experience developing proposal responses that include orals slides and video or live presentation
  • Success multitasking and strong organizational skills
  • Ability and willing to travel 20-30% of the year

These Qualifications Would Be Nice to Have

  • Experience as a proposal orals coach
  • Active security clearance, TS/SCI or higher clearance
  • Experience working in a SCIF environment

Education/Experience

Bachelor degree and typically 8+ years of diversified experience, primarily within the business development realm of a large, multinational company.

Salary Range: 

$117,000.00 - $210,600.00
