Senior ITS (UTC-SCOOT) Operations Engineer

What You'll Be Doing:
Manage the operation of signalized intersections, through knowledge of Traffic Operations Engineering principles, SCOOT/UTC, VA, CLF, EPROM testing and IC4 configuration.
In charge of UTC/SCOOT system operations, specifically related to Siemens ST800 and ST950 series controllers and in charge of IC4 programming, validation, and re-validation of SCOOT operated signalized intersections.
Responsible for the preparation, implementation, checking and fine-tuning of traffic signal timing plans with the associated before and after studies and developing SCOOT Model in coordination with project Traffic Engineering team.
Work closely with the Senior Traffic Operations Engineer, Chief Supervisor, and client ITS Engineers in the preparation of various strategies and timing plans (Fixed-Time UTC/SCOOT) required for the successful management of mega events ensuring the expected influx of traffic at event venue is managed through efficient traffic signal operations and coordination with the various stakeholders as per the approved Traffic Management Plan (TMP).
Oversee OTU commissioning and Site Acceptance Tests (SAT) at the field and perform the necessary validation checks from the central system upon the request of the client.
Analyze the traffic network of Dubai Emirate and prepare a yearly plan for traffic signal review and performance validation for the client's endorsement.
Continuously review traffic signals to identify operational and system issues and propose suitable solutions to the the client and implement those solutions in close coordination with ITS Engineers.
Preparation of technical reports and presentations in close coordination with Senior Traffic Operations Engineer and the Project Manager.
Review of Traffic Studies/ Analysis reports provided from ITS401 Traffic Engineering team or Road Contractors and successfully perform required interpretations in UTC/ SCOOT parameters.
Support Training Lead and Training Coordinator through the delivery of training pertaining to UTC/SCOOT systems.
Consult, coordinate, and collaborate with client Zonal Engineers, to better understand traffic conditions and traffic signal operations issues and develop strategies to tackle those issue and present them to the client.
Review and recommend updates to the Traffic Control Center Technical Guidelines and prepare new processes as needed to enhance Traffic Signal Operations related activities.
Knowledge Transfer to client's Engineer related to different types of latest Local/centralized Traffic system operations and capability to make selection.
What Required Skills You'll Bring:
Bachelor’s degree in Electrical Engineering, Electronics Engineering, or related field.
Minimum in 7 years of experience and 5 years of relevant experience in UTC/SCOOT system, specifically related to Siemens ST 800 and ST 950 series controllers, IC-4 programming, validation and re-validation of SCOOT-operated traffic signal controlled intersections, UTC database configuration, and working knowledge in TR-2500 Specifications
What Desired Skills You'll Bring:
Experience in Dubai and/or UAE is preferable
Experience in Validation and Re-validation of SCOOT-Operated Traffic Signal-Controlled Intersections
Experience in UTC Database Configuration
Preparation of Traffic Signal Timing Plans and experience of Traffic Signal Optimization techniques.
