Parsons is looking for an amazingly talented Senior Contracts Manager to join our team! The candidate will have proven experience and achievement in the review, management and implementation / applying the contractual aspects of large complex multiple project packages construction projects and evidence of successful negotiations of substantial claims and variations. The main responsibilities include reviewing, recommending revisions to, applying and, approving all required contractual documentation. The Senior Contracts Manager reviews contractual terms and conditions to ensure compliance with prescribed procurement requirements and conducts fee negotiations, and drafts and revises policies and operating guidelines as necessary.
What You'll Be Doing:
Supporting the Senior Management, project leaders and project directors in monitoring and controlling the performance of contracted services to ensure services are effective, meet statutory requirements and deliver the desired outcomes.
Project start up, implementation of procurement, commercial and contractual procedures and protocols, to ensure that contractual compliance issues are resolved both timely and effectively across multiple work packages.
Support in negotiations to facilitate the placing of Major Contracts.
Support in negotiations and clarify contractual requirements in meetings with consultants and contractors
Support activities for strategic requirements.
Support in Review of Tender submissions and evaluation of the same for recommendation to the client, as required.
Support others in management of the overall cost of the Project(s) (Budget and Forecasts).
Support / manage a team of both pre and post contract commercial staff, with other managers, commercial and procurement resources to ensure project requirements are fulfilled
Responsible for all commercial and procurement duties, including payments, change management, variations and issuance of commercial and procurement reports.
Manage all matters regarding contract administration, claims, disputes, contract interpretation and cost analysis, coordinating with other departments where necessary to achieve this.
Identify potential claims, check for compliance with applicable contractual terms and ensure effective negotiation and settlement of claims, coordinating with other departments where necessary to achieve this.
Evaluate and recommend claims submitted from Contractors, including the calculation of losses incurred through co-ordination with QS Team.
Formulate suggestions to resolve Contract issues.
Lead the continuous improvement of contract processes through refining contract formulation activities, systems and procedures.
Collaborate with colleagues across organizational lines to obtain and communicate business information necessary for Reporting purposes.
Performs other responsibilities associated with this position as may be appropriate.
Attend and/or chair commercial meetings and attend design meetings, progress meetings, workshops, etc. as required.
Advise Senior Management on all contractual issues with the various Contracts.
What Required Skills You'll Bring:
Bachelor’s degree in Engineering, Quantity Surveying, Construction Law or related field
20 years of relevant leadership experience
Experience in PMO/PMC on giga / mega value projects
Experience in large scale projects such as Aviation, Transportation, Infrastructure, Buildings and Utilities., or equivalent
Aviation experience is preferred, as is Transportation experience on major programs
RICS, MRICS, or equivalent
Requires a comprehensive knowledge of industry business practices and the negotiation of contracts.
Ability to perform in a management capacity.
GCC (Gulf Cooperation Council) experience preferred, KSA (Kingdom of Saudi Arabia) ideal.

Ability to read, analyze and interpret complex documents.
Ability to respond effectively to the most sensitive inquiries or complaints.
Ability to apply principles of logical or scientific thinking to a wide range of support function problems.
Ability to function in a multi-organizational environment by developing relationships that complies with the client’s proactive, collaborative culture.
