Parsons is looking for Safety and Compliance Specialist to join our Jeddah team. In this role you will be responsible to ensure that Parsons and the Client operations comply with all relevant internal and statutory regulations, systems, procedures, and policies. Additionally, to regularly review ongoing operations and provide guidance on compliance. The position entails direct reporting to the Client organization and necessitates daily collaboration with all HSE personnel, internal departments, client representatives, and external contractors and consultants on the project.
What You'll Be Doing:
Develop, oversee, implement, monitor and maintain Health, Safety, and Environment and Security (HSSE) policies, standards, and procedures.
Conduct internal and external compliance audits and present findings.
Creating compliance strategies and implementing monitoring protocols.
Adhere to the internal auditing program and strategies outlined by the Client. Perform regular safety audits and inspections to ensure ongoing compliance
Establishing a clearly defined initiative within the organization to adhere to the legal requirements of Saudi Arabia.
Preparing and submitting reports to senior management regarding adherence to legal requirements and regulations, including an action plan.
Addressing non-compliance situations and providing advice on mitigation plans.
Conducting internal and external compliance audits to identify potential weaknesses and noncompliance situations.
Assist with developing and implementing communication plans to ensure awareness of internal and external program compliance.
Develop and implement safety protocols and compliance programs.
Ensure all engineering projects adhere to relevant safety standards and regulations.
Collaborate with design and development teams to integrate safety features into products and systems.
Training and educating employees on regulatory compliance and industry best practices.
Stay informed about internal standards and business objectives.
Assess third-party service providers to ensure compliance with legislation, policies, processes, and best practices.
Carries out any additional duties within scope of responsibilities, as delegated by line manager.
What Required Skills You'll Bring:
A Bachelor's degree in engineering, industrial safety, environmental science, or a related field
A minimum of 15 years of professional experience in a similar role within a Civil Engineering Company.
Lead Auditor Accreditation would be an advantage.
Familiarity with statutory Health and Safety Standards and quality across KSA.
Knowledge of Health and Safety practices, standards, and controls.
Demonstrable risk management experience and skills.
Ability to provide training as new systems and capabilities move into operational use.
Strong knowledge of safety regulations and standards (e.g., OSHA, ANSI, ISO).
Automated People Mover (APM) implementation experience is preferred.
GCC experience is preferred.
Must have experience in Client Interfacing roles.
Must understand the requirements of an airfield for construction and operation.

Understanding of the delivery process and the functions inherent to construction management of large-scale projects.
Understanding of budget development and cost accounting.
Ability to interface with all levels with project team, client, and others.
Ability to read, analyze and interpret complex documents.
Ability to respond effectively to the most sensitive inquiries or complaints.
Ability to apply principles of logical or scientific thinking to a wide range of support function problems.
Ability to function in a multi-organizational environment by developing relationships that complies with the client’s proactive, collaborative culture.
