Job Description:

Project Manager, Airport Lead – Civil/Structural

In this role you will be responsible for the scope development, scope management and commercial performance of the project to meet project goals and objectives. Plans and defines program goals and devises methods to accomplish them; develops in depth knowledge of client objectives, contract terms and corporate policies. Parsons extensive experience in this field, combined with your experience coordinating projects through all phases of project inception, programming, design, and closeout will propel your career and leadership opportunities forward. Airport Related Competences:

  • Provides professional assistance in the preparation of airport master plans, facility planning and programming, management of capital improvement program, and revisions to airport layout plans and environmental documents to support airport system development.
  • Prepares request for proposals; recommends selection of consultants; meets with selected consultant firms to discuss fees and contract requirements; and assists with the preparation of contract documentation.
  • Plans and directs the work of consultants; establishes project schedules; assists with cost estimates; and submits progress and summary reports to senior management.
  • Reviews and evaluates the work performed by consultants and monitors adherence to program requirements and the airport master plan.
  • Assists SIAA management in the monitoring of construction activities to ensure compliance with the specifications, FAA requirements, and airport operations.
  • Recommends the approval of payment for consultant design services; participates in project completion and final acceptance inspections; performs position construction inspection to determine if planning objectives were achieved.
  • Reviews requests for the construction and/or renovation of airport facilities; meets with requesting officials to determine functional and spatial requirements.
  • Analyzes airport sites and facilities on planning for future needs and how to accommodate future airport growth.
  • Reviews airport documents using expert knowledge of airport design and construction, including associated federal regulations of GCAA policy related to airport planning capacity issues.
  • Conducts studies relating to airport access, runways, terminal design, surrounding land uses and environmental factors.
  • Assists in the administration of site and facility planning, engineering and construction activities for SIAA.

Project Management and Engineering Competences

  • Provides direction and management for medium to large size Airport projects and ensures on-schedule completion within or below budget in accordance with contractual obligations.
  • The Project Manager is responsible for the scope development, scope management and commercial performance of the project to meet project goals and objectives.
  • Plans and defines program goals and devises methods to accomplish them.
  • Develops in-depth knowledge of client objectives, contract terms, and corporate policies.
  • Ensure all projects are delivered on time within the stipulated scope and budget.
  • Lead the initiation and planning of a project and ensure technical feasibility.
  • Ensure resource availability and allocation.
  • Develop a detailed plan to monitor and track the progress of the project.
  • Coordinate with internal and external parties for the flawless execution of projects
  • Manage relationships between clients and stakeholders.
  • Measure project performance using appropriate project management tools.
  • Perform risk management analysis to reduce project risks.
  • Report and escalate to upper management as and when needed.
  • Create and maintain a comprehensive project documentation.
  • Review and approve the Civil / Structural design through all work stages of design development.
  • Technical submittal review and approval including shop drawings and material submittals.
  • Assist Program Director to resolve Civil / Structural related issues raised on site.
  • Coordinate with other disciplines to ensure proper coordination of the Civil / Structural aspects of the projects.
  • Closely coordinate with Contractor supervision staff regarding Civil / Structural works schedule, work sequence and arrangements, resources and method of work
  • Review Contractor daily, weekly and monthly progress reports and ensure accuracy and completeness of all documentation and reports.
  • Ensure that Civil / Structural tests and inspections are performed, witnessed and documented in accordance with the Quality Management Plan

Qualifications:

  • Bachelor’s Degree in Civil / Structural Engineering related technical/business field from a recognized university of college.
  • 15+ years of related Civil / Structural design and construction experience is required, with 5+ years of related experience on airport related projects.
  • Airport and airfield experience is mandatory. GCC experience is preferred.
  • Incumbent should have a broad general technical and business background.
  • Professional registration may also be required.
  • Must have the ability to manage projects, interface with clients and enjoy being hands on technically in the project.
  • Proven ability to perform in management capacity.
  • Excellent written and oral communication skills
  • Thorough knowledge of Airport regulation and Airport operation
  • Knowledge of current technology.
