Job Description:

POSITION OVERVIEW:

  • Provides direction and management for every phase of a major program to ensure on-schedule completion within or below budget and in accordance with contractual obligations. 
  • Plans and defines program goals and devises methods to accomplish them; develops in-depth knowledge of client objectives, contract terms, and corporate policies. 
  • Must be able to manage a program, project, or subtask of up to $75 million in total cost. 
  • Prior experience must include Project Management, Program Management, Client Management, Planning, Scheduling, Project Controls, Cost Management, Claims Management, Delay Analysis, EOT Preparation and Training activities.

SPECIFIC RESPONSIBILITIES:

  • Plans, directs, supervises, and controls the execution of all business, technical, fiscal, and administrative functions of the assigned program, project, or subtask.
  • Acts as the Company representative with the client and  other consultants during the program execution.  Negotiates changes to the scope of work with the client.  Assists business development in understanding client issues and business plans in order to market and secure new/additional work.
  • Establishes the program requirements for all areas of the program, and monitors the draft and final deliverables for adherenece to these criteria.
  • Promotes technical excellence on the program, including furtherance of the Quality Improvement Process.
  • Mobilizes Company resources, through effective liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work.
  • Works with individual project managers to develop budgets, schedules and plans for the various elements of a project.  Ensures that the project meets or exceeds goals established in these plans.
  • Assigns responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths.  Provides input to performance reviews and development plans for subordinates.
  • Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions which would affect project cost or schedule.
  • Manages multiple teams of planning subject matter experts who are qualified to analyze, evaluate, and forecast project schedules and assess the impact of design and construction risks and changes and schedule slippages.
  • Leads the teams responsible for the development of the program master schedule and mentor them to establish robust schedule management procedures required for managing all types of schedules on the program.
  • Leads staff who are qualified to analyze, evaluate, forecast, and report schedule status against an established baseline. 
  • Drives process improvement initiatives within project control and monitoring functions.
  • Monitors and analyses construction stages schedules, contracting and procurement strategies (incl. commercials) and Construction Projects Risk Management.
  • Posses extensive experience on a program management level of these key functions: Program Planning & Scheduling, Budgeting & Cost Control, Risk Management, Performance Measurement & Reporting, Resource Management
  • Demonstrates leadership skills of notable strength, allowing to motivate and inspire teams to deliver their best work while building strong relationships with clients and stakeholders.
  • Serves as the primary point of contact for program stakeholders, including clients senior management and external partners. Facilitate effective communication and collaboration among stakeholders and manages expectations, by ensuring satisfaction and addressing concerns promptly.
  • Identifies opportunities for team’s process improvements within program management functions, implements best practices and continuous improvement initiatives. Stays updated on industry trends and advancements in program management.
  • Completes other responsibilities associated with the position as may be appropriate.

PREFERRED EDUCATION/EXPERIENCE:

  • BS/BA degree in Engineering or related field
  • 20 or more years of related work experience, including supervisory and management experience, is required. 
  • A professional registration is required.
