Job Description:

Parsons is looking for a Civil/Mechanical Construction Inspector to join our Water/Wastewater Group in Pasadena, CA. This is an onsite role in field to provide construction observation of wastewater pumping and treatment facilities and/or pipelines in the public right-of-way on streets and roads in Orange County, CA.

The Civil/Mechanical Construction Inspector will observe and document construction of wastewater facilities to confirm compliance with construction contract documents. Work to be observed may include, but is not limited to, excavation, trenching, pipe laying, backfill, soil compaction, grading, paving, reinforcing for concrete, concrete placement, masonry construction, structural steel, mechanical piping, pump installation, blower and fan installation, ductwork construction, above and below grade piping and conduit installation, door and window installation, roofing, and landscaping.

While the work is typically an 8-hour workday Monday through Friday, there may be occasions that the work will require overtime, nights, and/or weekends. The position requires work around operating construction equipment, in excavations and trenches, in confined spaces, on scaffolding, on lifts, on public roadways with moving vehicles, in weather, and in other hazardous conditions. The position requires ability to climb ladders, inspect work above ground, and work in confined spaces and ability to lift up to 50 lbs. (i.e. lifting materials used for testing of concrete, AC, etc.).

The Civil/Mechanical Construction Inspector will report to a Construction Manager and/or Resident Engineer and is required to interact professionally with other members of the construction management team, the owner's staff, and the contractor's staff, and the subcontractors.

Role accountabilities:

  • Inspect each stage of construction up to completion. Interprets plans, specifications, and codes and verifies contract work is performed in accordance with all applicable governing codes and regulations.
  • Monitors construction sites for safety violations. Prepares Non-Conformance Reports when work is not performed to the approved standards. Maintains daily inspection reports with photographs, crews, equipment, material on site, and descriptions of the work. Review or prepare interim progress reports for contractor payments. Monitors contractor-testing activities.  Determines construction conforms to plans and specifications;
  • Document the work with daily reports of work performed, labor and equipment used, and material installed, and include in the daily reports date and time stamped photographs;
  • Review plans, specifications, responses to requests for information (RFIs), and approved submittals to verify materials and construction are in compliance with the requirements of the Contract Documents;
  • Conduct quality surveillance of specific quality-related activities as necessary. Assist in maintaining, supporting, and promoting a safe work environment while complying with CalOSHA and Job Specific Safety Plans for safety rules, policies, and procedures. Perform weekly job site safety inspections and reports;
  • Document dates of material deliveries and verify delivered materials are in accordance with approved submittals;
  • Observe workers, equipment, materials, and work progress for work performed under time and materials change orders and document the progress of work for schedule updates and applications for payment;
  • Assist with review of change orders and document deficient work and verify its correction;
  • Assist with preparation of the punch list and confirm the work to close punch list items is completed;
  • Observe stormwater pollution prevention best management practices (BMPs) for installation and maintenance compliance with approved water pollution prevention documents;
  • Ensure activity and jobsite traffic control conforms with plans, specifications, and all governing laws and requirements. For work in the right-of-way, confirm traffic control setups are in conformance with the approved traffic control permits; and provide public relations if required by the public agency for whom the work is being performed;
  • Coordinate preparation of inspection reports, cost estimates, and maintenance records. Timely submittals of these reports and records;
  • Arranges, coordinates, and oversee technical inspections such as electrical, landscaping, irrigation, soil testing, concrete, asphalt, and reinforcing steel for conformance to the requirements of the Contract Documents.

Qualifications & Experience:

  • Associate's degree in a technical discipline or construction-related field, or a high school diploma and equivalent work experience, is required.
  • 10 or more years of relevant experience inspecting and/or constructing pipelines, structures, and/or mechanical piping on on field projects for public agencies,involving contruction of municipal water and/or wastewater facilities;
  • Must have a valid Class-C driver's license.

Key Skills / Attributes

  • Excellent verbal and written communication skills;
  • Experienced with Microsoft Outlook, Word, Excel, and Teams;
  • Thorough understanding of construction schedules and familarity with scheduling software, such as Microsoft Project or Primavera P6;
  • Knowledge and experience with the Storm Water Pollution Prevention Plan/Program and the General Permit.requirements
  • Valid California Class C driver’s license;
  • Cal-OSHA/OSHA 30-hour training certification.


Preferred Qualifications

  • Experience with construction and inspection activities on small to large water/wastewater treatment facilities, pump stations or lift stations, and/or water/sewer pipeline construction projects;
  • Inspection certifications, such as for AWS/CWI, ICC, ACI, and/or NACE.

Salary Range: 

$15.68 - $71.30
