Job Description:

Parsons is looking for an amazingly talented Development Director to join our team! In this role you will oversee and manage the entire lifecycle of a mixed-use portfolio, from initial planning through to Detailed design, and then support the delivery and handover. This role encompasses master planning, infrastructure development, and residential, retail, hospitality, and commercial office assets. The Development Director will collaborate closely with Urban Planning, designers, government entities, and the Client’s Finance team to develop strategies that align with the Client’s commercial and financial goals. The aim is to maximize return on investment and operational profitability while managing cash flow effectively. 

The role involves crafting development strategies, budgets, programs and business cases to optimize asset combinations (including quantity, type, quality, and pricing) for each project, considering aspects such as phasing, marketing strategies, and investor appeal to achieve the best possible outcomes. Additionally, the Development Director will work with colleagues and stakeholders to foster a collaborative culture and ensure excellence in development, design, and delivery. The goal is to meet the Clients vision on time, within budget, and to the highest international standards. 

What You'll Be Doing:

  • Report to the Program Director, managing and coordinating all asset development activities across the The Client portfolio. 

  • Lead and oversee real estate development, planning, and finance, including potential partnerships. 

  • Communicate and implement best in class market practices and leading-edge development techniques to ensure the best possible outcome from the asset 

  • Research the market for and propose new development strategies, opportunities, business case and funding models that will add value to the client and increase the productivity and profitability of the asset 

  • Utilize expertise in concept strategies and development programs to review and recommend approval for all project phases before proceeding to master planning. 

  • Ensure business cases are executed in The Client’s best interests, managing stakeholder relationships, particularly with joint venture partners. 

  • Prepare, compile, propose, track and manage development budgets in line with feasibility models and revisions of same as the project progresses 

  • Identify and adhere to regulatory requirements and corporate governance standards. 

  • Oversee the complete development process, including legal frameworks, contract negotiations, procurement, consultant appointments, and project execution. 

  • Review development Data sets, Cost plans and propose and lead Value Engineering exercises to achieve development financials goals 

  • Ensure robust change management processes and procedures are implemented throughout the full development life cycle to track, inform and manage changes 

  • Manage master planning project teams, ensuring high performance through resource and process management. 

  • Ensure technical procedures align with The Client's operational objectives and Plans of Works. 

  • Communicate on Development risk and Implement risk mitigation measures to meet profit and turnover targets. 

  • Supervise direct reports to ensure that feasibility, program, design, technical, quality, and leasing specifications are met through to project completion and handover. 

  • Provide regular reports, dashboards and other presentation formats to executive leadership on project compliance, status, deliverables, and risks. 

  • Oversee the preparation of RFPs and procurement plans as required. 

  • Advise on, Implement and manage deliverables review and approval gateways, workflows and procedures and Review and approve invoices related to Development scope 

  • Manage interfaces between The Client entities to ensure adherence to delivery schedules and develop contingency plans as needed. 

What Required Skills You'll Bring:

  • Bachelor’s degree in Business Administration, Economics, Real Estate, Architecture, Master Planning, or Engineering. An MBA or relevant master’s degree is preferred. 

  • Professional registration and accreditation in relevant fields (e.g., MACCE, MIED, CARB, PE, MICE, PMP). 

  • At least 25 years of experience in leading and delivering complex multi-asset developments, with 10 years in a senior management role, preferably in the Middle East. 

  • Experience presenting and participating in Senior Executive and Board meetings. 

  • Consistent and acceptable employment history with strong communication skills in English. 

What Desired Skills You'll Bring:

  • Experience with large-scale developments, preferably valued over $3 billion or covering 3 million square feet. 

  • Extensive experience in high-density, high-rise mixed-use urban developments. 

  • Deep knowledge of concept strategies, development programs, and business cases for regional and urban projects. 

  • Proven track record in real estate development with technical competence across all disciplines and P&L accountability. 

  • Strong understanding of economic and business strategies, with problem-solving and decision-making skills in fast-paced environments. Familiarity with technology for business management is also important. 

  • Ability to manage and prioritize multiple design-related tasks simultaneously. 

  • Experience in leading and managing high-performance teams. 

  • Excellent communication skills in English, with the ability to present confidently to various audiences. 

  • Proven ability to build and maintain professional relationships with stakeholders at all levels. 

  • Proficient in Microsoft Office, PMIS and document management systems, Microsoft Project, and ideally knowledgeable in Power BI and Primavera P6. 

  • Commitment and flexibility to meet strategic targets, including potential additional working hours. 

  • Strong leadership, rational judgment, and reasoning skills, with effective communication abilities at various organizational levels.
