Langue de travail pour les postes situés en permanence au Québec

La connaissance du français est requise pour les postes situés en permanence au Québec afin que le titulaire puisse communiquer au besoin avec ses collègues et partenaires au Québec. Une formation en français est offerte à tout titulaire d’un poste permanent au Québec qui ne possède pas une bonne connaissance du français.

Autre exigence linguistique

La maîtrise de l’anglais est requise pour ce poste afin de communiquer avec les collègues, les clients et les partenaires (ou les fournisseurs) situés à l’extérieur du Québec, et de comprendre la documentation technique et scientifique disponible dans le domaine de notre industrie.

Description du poste :

Nous sommes à la recherche d'un spécialiste de la poursuite stratégique bilingue et dynamique pour se joindre à notre équipe canadienne de saisie stratégique qui peut fournir une orientation stratégique pour les marchés locaux d'infrastructure dans la région de l'Est du Canada et soutenir le directeur opportunités et gestion stratégique dans l'ensemble du Canada. Dans ce rôle, vous serez le champion de l'élaboration et de la présentation de propositions techniques stratégiques, de qualifications et d'autres garanties d'acquisition et de pré-positionnement d'entreprises pour des projets dans divers marchés d'infrastructure essentiels, notamment le transport/transit, les structures, l'environnement et l'eau.

Le candidat idéal aura une connaissance approfondie de toutes les phases de l'ingénierie de conception et des aspects du développement commercial et de la gestion de l'acquisition, tels que la terminologie contractuelle, l'étendue technique des travaux, les prix compétitifs, ainsi que la capacité à reconnaître et à saisir de nouvelles opportunités en rapport avec les personnes et les projets de notre entreprise.

Principales responsabilités

Analyse de marché et évaluation des opportunités (avant le processus GNG/WinStrat) :

  • Maîtriser les stratégies spécifiques aux clients - Construire et maintenir des outils à jour (données historiques)
  • Analyser les tendances du secteur, les activités des concurrents et les besoins des clients afin d'identifier les lacunes et les domaines de croissance.
  • Évaluer la faisabilité et la rentabilité potentielle de certaines opportunités.
  • Effectuer des analyses détaillées des documents RFP/Q afin d'évaluer les besoins.

Planification stratégique :

  • Élaborer des stratégies de saisie pour des opportunités ciblées, en tenant compte de facteurs tels que les exigences du client, la concurrence, la tarification et l'évaluation des risques.
  • En tant que Capture Manager, vous dirigez et soutenez le développement d'une proposition technique convaincante qui démontre notre proposition de valeur.
  • Collaborer avec les parties prenantes internes, y compris le directeur du BD, le marketing, les rédacteurs techniques et les gestionnaires de propositions, afin d'élaborer des plans d'acquisition complets.
  • Définir des thèmes gagnants et des propositions de valeur pour différencier l'entreprise de ses concurrents.

Capture Manager et soutien à la gestion des propositions :

  • Diriger l'élaboration de propositions convaincantes et de réponses aux appels d'offres, aux demandes de qualification et aux demandes d'information.
  • Coordonner les équipes interfonctionnelles (par exemple, techniques, tarifaires, juridiques) afin de garantir la soumission de propositions de qualité dans les délais impartis.
  • Veiller au respect des exigences du client et des meilleures pratiques en matière de propositions.
  • Recueillir et diffuser les connaissances acquises dans le cadre des activités de recherche, y compris la veille commerciale, la veille concurrentielle et les enseignements tirés de l'expérience.
  • Être au courant des meilleures pratiques du secteur et dans les différentes régions de Parsons, des tendances émergentes et de l'évolution des exigences des clients en matière de gestion de la capture.
  • Mener des initiatives d'amélioration continue au sein du processus d'acquisition des entreprises (BAP), en optimisant les flux de travail, les outils et les méthodologies afin d'accroître l'efficacité et l'efficience.
  • Établir et maintenir un répertoire des meilleures pratiques, des modèles et des ressources pour soutenir les futurs efforts de capture et permettre l'apprentissage organisationnel.
  • Favoriser la collaboration et l'engagement des équipes de capture.
  • Soutenir les gestionnaires de propositions, l'équipe de développement commercial et l'équipe opérationnelle régionale.

Expérience et qualifications requises

  • Licence en ingénierie, commerce ou planification (ou équivalent professionnel)
  • Minimum de 7 ans d'expérience diversifiée, principalement sur les marchés des infrastructures dans l'Est du Canada
  • Excellentes aptitudes à la communication écrite et orale en anglais et en français, rédaction technique (ingénierie de conception).
  • Comprendre les marchés et la clientèle du Québec, d'Ottawa et des Maritimes (Est du Canada).
  • Il est responsable de la création de nouvelles opportunités qui mettent en valeur l'expertise de l'entreprise et les résultats obtenus dans le passé.
  • Connaître la terminologie et les dispositions contractuelles, la tarification des propositions, les négociations et capacité à les adapter à de nouveaux travaux, le cas échéant.
  • Solides compétences en matière de facilitation, de leadership et de communication pour diriger les équipes de capture tout au long du cycle de vie de la poursuite.
  • Capacité à mener plusieurs tâches de front, à soutenir plusieurs projets/poursuites en même temps et à changer rapidement de priorité.
  • Une expérience de Salesforce/CRM est un atout ; elle peut être enseignée au candidat retenu.

Some of the key projects on which our Parsons Quebec teams are working on:

  • Improvement of Highway 30 between Boucherville and Brossard;
  • Major rehabilitation of the Louis-H.-La Fontaine tunnel and the Ville-Marie and Viger tunnels;
  • Temporary facilities for the reconstruction of the Île-aux-Tourtes bridge;
  • Construction of the Gordie-Howe International Bridge, as owner's engineer;
  • Rehabilitation of the transport infrastructure and the JFK airport;
  • Several other alternative mode projects in Quebec and Canada, for which Parsons acts as lead designer, owner's engineer or independent certifier.

Language of work for positions permanently located in Quebec

Knowledge of French is required for positions permanently located in Quebec so incumbents can communicate with their colleagues and suppliers in Quebec as necessary. French-language training will be offered to all incumbents in permanent positions in Quebec who do not have a good knowledge of French.

Other language requirement

Fluent English is required for this position in order to communicate with colleagues, clients and partners (or suppliers) located outside Quebec and to understand the technical and scientific documentation used in our industry.

Job Description:

We are looking for a dynamic bilingual Strategic Opportunity Capture Manager to join our Canadian Strategic Capture team who can provide strategic direction for local infrastructure markets in East Canada region and support the Strategic Capture Director across Canada. In this role you will champion the capture development and delivery of strategic technical proposals, qualifications, and other business acquisition/pre-positioning collateral for projects in various critical infrastructure markets, including transportation/transit, structures, environmental and water.

The ideal candidate will have a thorough understanding to all phases of design engineering and aspects of business development & capture management, such as, contract terminology, technical scope of work, competitive pricing, as well as the ability to recognize and act upon new opportunities which relate to our corporate people and projects.

Key Responsibilities

Market Analysis and Opportunity evaluation (prior to the GNG/WinStrat process):

  • Master client-specific strategies - Build and maintain up-to-date tools (historical data)
  • Analyze industry trends, competitor activities, and customer needs to identify gaps and growth areas.
  • Evaluate the feasibility and potential profitability of pursuing certain opportunities.
  • Perform detailed analyses of RFP/Q documents to assess requirements.

Strategic Planning:

  • Develop capture strategies for targeted opportunities, considering factors such as client’s requirements, competition, pricing, and risk assessment.
  • As the Capture Manager, lead and support the development of a compelling technical proposal narratives that demonstrate our value proposition.
  • Collaborate with internal stakeholders, including BD director, marketing, technical writers, and proposal managers, to develop comprehensive capture plans.
  • Define win themes and value propositions to differentiate the company from its competitors.

Capture Manager and support to proposal management:

  • Lead the development of compelling proposals and responses to requests for proposals (RFPs), requests for qualification (RFQs), and requests for information (RFIs).
  • Coordinate cross-functional teams (e.g., technical, pricing, legal) to ensure timely and high-quality proposal submissions.
  • Ensure compliance with client requirements and adherence to proposal best practices.
  • Capture and disseminate knowledge gained from pursuit activities, including market intelligence, competitive intelligence, and lessons learned.
  • Stay abreast of industry best practices and within Parsons different regions, emerging trends, and evolving client’s requirements related to capture management.
  • Drive continuous improvement initiatives within the Business Acquisition Process (BAP), optimizing workflows, tools, and methodologies to enhance efficiency and effectiveness.
  • Establish and maintain a repository of best practices, templates, and resources to support future capture efforts and enable organizational learning.
  • Foster team collaboration and engagement with capture teams.
  • Support proposal managers, business development team and regional operation team.

Required Experience & Qualifications

  • Bachelor’s degree in engineering, Business or Planning (or Professional equivalent)
  • Minimum of 7 years of diversified experience, primarily within the infrastructure markets in East Canada
  • Excellent written and oral communication skills in both English and French, technical writing (design engineering).
  • Understands the Quebec, Ottawa and Maritimes (East Canada) markets and customer base.
  • Takes accountability to drive new opportunities which promote the Company’s expertise and successful past performance.
  • Familiar with contract terminology and provisions, proposal pricing, negotiations, and ability to adapt them for new work as appropriate.
  • Strong facilitation, leadership, and communication skills to lead capture teams through the entire pursuit lifecycle.
  • Ability to multitask, supporting multiple projects/pursuits at once and quickly shifting priorities.
  • Salesforce/CRM experience is an asset; this can be taught to the successful candidate.
